1. Scope of Work – Computer Engineer Services

The proposed Computer Engineer engagement encompasses the following deliverables and responsibilities, all to be executed within the Ethiopia Addis Ababa operational zone:

Design, deployment, and maintenance of enterprise-grade server infrastructure and network architecture for the client's Addis Ababa headquarters and satellite offices.
Development and implementation of custom software solutions, including database management systems, internal workflow automation tools, and cloud migration strategies tailored to Ethiopian regulatory compliance standards.
Comprehensive cybersecurity assessment, penetration testing, and the establishment of robust firewall and intrusion detection protocols to protect sensitive government data assets.
On-site technical support and troubleshooting for all hardware and software systems, with a guaranteed response time of four (4) business hours within the Addis Ababa city limits.
Training and capacity-building sessions for the client's internal IT staff, covering system administration, network security best practices, and emerging technology adoption.
Quarterly performance audits and written progress reports detailing system uptime, incident resolution metrics, and recommendations for infrastructure upgrades.

3. Payment Terms

3.1 – A mobilization advance payment of 30% (ETB 980,145) shall be due within seven (7) business days of the formal acceptance of this Quotation Estimate by the client.

3.2 – The remaining 70% shall be disbursed in equal monthly installments of ETB 228,497.50, payable on the first business day of each month following satisfactory completion of the corresponding monthly deliverables.

3.3 – All payments shall be made via bank transfer to TechnoBridge Solutions PLC, Commercial Bank of Ethiopia, Branch: Bole, Account No: 1001-2345-6789. Late payments shall attract a penalty of 2% per month as stipulated under Ethiopian commercial law.

4. Terms and Conditions

4.1 – This Quotation Estimate is valid for thirty (30) calendar days from the date of issuance. Beyond this period, pricing may be subject to revision based on prevailing market conditions in the Ethiopia Addis Ababa technology sector.

4.2 – The assigned Computer Engineer shall be a full-time, dedicated professional with a minimum of eight (8) years of relevant experience in enterprise IT infrastructure, software engineering, and cybersecurity. The candidate shall hold a Bachelor's degree in Computer Engineering or a related field from a recognized Ethiopian or international university.

4.3 – All work shall be performed in compliance with the Ethiopian Information Network Security Agency (INSA) regulations, the Ethiopian Data Protection Proclamation (No. 1172/2020), and applicable federal and Addis Ababa city bylaws.

4.4 – TechnoBridge Solutions PLC shall provide a twelve (12) month warranty on all software deliverables and a six (6) month warranty on hardware configurations. Any defects discovered within the warranty period shall be rectified at no additional cost to the client.

4.5 – Either party may terminate this engagement with a thirty (30) day written notice. In the event of early termination by the client without cause, the client shall be liable for all costs incurred up to the termination date plus a 10% administrative fee.

4.6 – All intellectual property developed specifically for the client under this Quotation Estimate shall transfer to the client upon full payment. General methodologies, tools, and pre-existing frameworks remain the property of TechnoBridge Solutions PLC.

4.7 – Disputes arising from this agreement shall be resolved through amicable negotiation. Should negotiation fail, the matter shall be referred to the competent commercial court in Addis Ababa, Ethiopia, in accordance with the Ethiopian Civil Code.

5. Acceptance and Authorization

By signing below, both parties acknowledge and agree to the terms, conditions, and pricing outlined in this Quotation Estimate for the Computer Engineer services to be rendered in Ethiopia Addis Ababa. This document constitutes a binding agreement upon countersignature by both authorized representatives.
