This Quotation Estimate is issued by Northwest Educational Solutions Inc. to provide a comprehensive, itemized cost breakdown for the engagement of a qualified Curriculum Developer to design, develop, and deliver a full academic curriculum framework for the Pacific Coast Institute of Technology. This Quotation Estimate covers all professional services, materials, travel within the Canada Vancouver metropolitan area, and associated deliverables required to complete the curriculum development project. All pricing in this Quotation Estimate is presented in Canadian Dollars (CAD) and is subject to the terms and conditions outlined in Section 7 below.

Northwest Educational Solutions Inc. proposes to assign a senior Curriculum Developer with a minimum of twelve (12) years of experience in higher education curriculum design, instructional systems development, and competency-based learning frameworks. The Curriculum Developer will be based in Canada Vancouver and will work primarily on-site at the client's Burrard Street facility, with remote collaboration available as needed. The Curriculum Developer's responsibilities under this Quotation Estimate include, but are not limited to:

  • Conducting a comprehensive needs analysis and stakeholder consultation across all academic departments at the client institution in Vancouver, BC.
  • Designing a modular curriculum architecture aligned with the British Columbia Ministry of Education and Training standards and the Canadian Council on Learning accreditation requirements.
  • Developing detailed course outlines, learning objectives, assessment rubrics, and instructional materials for a minimum of eighteen (18) credit-bearing courses spanning three (3) program streams.
  • Integrating Indigenous knowledge frameworks and culturally responsive pedagogy consistent with the Truth and Reconciliation Commission of Canada's Calls to Action, as applicable to the Canada Vancouver educational context.
  • Creating a digital learning management system (LMS) content package compatible with the client's existing Moodle platform.
  • Delivering two (2) on-site professional development workshops for faculty members in Canada Vancouver to ensure effective curriculum implementation.
  • Providing a twelve-month post-implementation support and revision period for the Curriculum Developer to refine materials based on student feedback and institutional review.

The Curriculum Developer will commence work on or around August 4, 2025, and the full project, including the twelve-month support period, is expected to conclude by August 31, 2026. A detailed Gantt chart and milestone schedule will be provided within five (5) business days of contract execution. All on-site work will be conducted in Canada Vancouver, and the Curriculum Developer will adhere to the client's standard business hours of 8:30 AM to 5:00 PM, Monday through Friday, excluding statutory holidays recognized in British Columbia.

Payment for this Quotation Estimate shall be made in the following installments, invoiced in Canadian Dollars:

  • 25% ($30,240.00) – Due upon execution of the service agreement and commencement of the project.
  • 25% ($30,240.00) – Due upon delivery of the completed curriculum architecture and first nine (9) course packages.
  • 25% ($30,240.00) – Due upon delivery of the remaining nine (9) course packages and completion of both professional development workshops in Canada Vancouver.
  • 25% ($30,240.00) – Due upon successful completion of the twelve-month post-implementation support period and final acceptance sign-off.

All invoices are payable within thirty (30) calendar days of the invoice date. Late payments shall accrue interest at the rate of 1.5% per month or the maximum rate permitted under the British Columbia Interest Act, whichever is lower.

This Quotation Estimate assumes that the client will provide timely access to all necessary facilities, existing course materials, student demographic data, and institutional strategic plans. This Quotation Estimate does not include costs for third-party software procurement beyond the LMS content packaging listed in Item 8, nor does it cover the client's internal staff time allocated to project coordination. Any scope changes exceeding ten percent (10%) of the original deliverables will require a revised Quotation Estimate issued by Northwest Educational Solutions Inc. prior to additional work commencing.

7.1 This Quotation Estimate is valid for thirty (30) days from the date of issue. After the expiration date, all rates and availability of the Curriculum Developer are subject to reconfirmation.

7.2 All intellectual property created by the Curriculum Developer specifically for the client under this engagement shall transfer to the client upon full payment. The Curriculum Developer retains the right to reference the project in professional portfolios and case studies, subject to the client's confidentiality requirements.

7.3 This Quotation Estimate is governed by the laws of the Province of British Columbia and the federal laws of Canada applicable therein. Any disputes arising from this Quotation Estimate shall be resolved through mediation in Vancouver, BC, before proceeding to litigation in the courts of Canada Vancouver.

7.4 Northwest Educational Solutions Inc. shall maintain professional liability insurance with a minimum coverage of $5,000,000 CAD throughout the duration of the project.

7.5 The Curriculum Developer assigned to this project shall comply with all applicable Canadian privacy legislation, including the Personal Information Protection and Electronic Documents Act (PIPEDA) and the British Columbia Freedom of Information and Protection of Privacy Act (FIPPA).

By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes Northwest Educational Solutions Inc. to proceed with the engagement of the Curriculum Developer as described herein. This signature constitutes a binding acceptance of all terms, conditions, pricing, and deliverables outlined in this Quotation Estimate for Curriculum Developer services in Canada Vancouver.
