This Quotation Estimate is formally issued by Global Education Solutions Ltd. (GESL) to the Shanghai International Education Consortium (SIEC) in respect of the engagement of a senior Curriculum Developer to design, develop, and deliver a comprehensive K-12 bilingual curriculum framework. The entire scope of work described herein shall be executed within the jurisdiction of China Shanghai, specifically at the SIEC headquarters and affiliated partner schools located in the Pudong New Area. This document constitutes a binding financial estimate and shall serve as the primary reference for all subsequent contractual negotiations between the two parties.
The Curriculum Developer engaged under this Quotation Estimate shall perform the following duties and deliverables within China Shanghai:
- Curriculum Architecture Design: Development of a 12-year (Grades 1–12) integrated curriculum framework aligned with the Ministry of Education of the People's Republic of China (MOE-PRC) national standards, while incorporating International Baccalaureate (IB) and Cambridge International Assessment (CIA) benchmarks.
- Subject-Specific Module Creation: Authoring of detailed learning modules for Mathematics, Science (Physics, Chemistry, Biology), English Language Arts, Chinese Language and Literature, Social Studies, and the Arts, with a minimum of 480 instructional hours per subject per academic year.
- Bilingual Instructional Materials: Production of all curriculum content in both Mandarin Chinese and English, including teacher guides, student workbooks, digital interactive resources, and standardized assessment instruments.
- Teacher Training Program Design: Development of a 120-hour professional development curriculum for 350+ educators across 12 partner schools in Shanghai, including workshop facilitation, micro-teaching sessions, and peer-observation protocols.
- Assessment and Evaluation Framework: Design of formative and summative assessment tools, rubrics, and competency-based evaluation matrices compliant with PRC educational regulations and Shanghai municipal education bureau guidelines.
- Digital Platform Integration: Specification and content mapping for a Learning Management System (LMS) deployment across all partner institutions in Shanghai, ensuring accessibility and compliance with China's data sovereignty and cybersecurity laws.
- Quality Assurance and Iteration: A minimum of three (3) full revision cycles over the 18-month project duration, incorporating feedback from pilot school implementations in the Shanghai district.

This Quotation Estimate proposes the following milestone-based payment structure, all transactions to be settled in Chinese Yuan (CNY) via bank transfer to the designated account of GESL's Shanghai registered entity:
- Milestone 1 (25%): Upon execution of the definitive service agreement – CNY 2,701,410
- Milestone 2 (25%): Upon completion of Curriculum Architecture Design and first revision cycle – CNY 2,701,410
- Milestone 3 (25%): Upon delivery of all bilingual instructional materials and LMS integration – CNY 2,701,410
- Milestone 4 (25%): Upon final QA certification, teacher training completion, and project handover in Shanghai – CNY 2,701,410
5.1 This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates and terms are subject to revision based on prevailing market conditions in China Shanghai.
5.2 The Curriculum Developer team shall be subject to PRC labor regulations, work-permit requirements, and all applicable Shanghai municipal ordinances governing foreign educational consultants operating within the People's Republic of China.
5.3 All intellectual property rights in the curriculum materials, assessment tools, and digital content produced under this engagement shall vest in the Client (SIEC) upon full and final payment, subject to a non-exclusive license retained by GESL for portfolio and reference purposes.
5.4 Any change in scope, additional subject areas, or extension of the project timeline beyond the 18-month period shall be documented via a formal Change Order and shall be priced separately as a supplementary Quotation Estimate.
5.5 Disputes arising from this engagement shall be resolved through arbitration under the Shanghai International Arbitration Center (SIAC) in accordance with its then-current rules.
5.6 All data generated, stored, or processed in connection with this project shall remain within the borders of the People's Republic of China, in compliance with the PRC Cybersecurity Law and the Data Security Law of the PRC.
By signing below, both parties acknowledge that this Quotation Estimate accurately reflects the agreed-upon scope, cost, and terms for the Curriculum Developer engagement to be carried out in China Shanghai. This document does not constitute a final contract but serves as the financial and operational basis for the subsequent definitive agreement.
