1. Purpose and Scope of This Quotation Estimate

This Quotation Estimate is issued by EduStrategy Consulting Ltd. in response to the formal request for proposal submitted by the Ankara Metropolitan Education Directorate. The purpose of this document is to provide a comprehensive, itemized cost breakdown for the engagement of a qualified Curriculum Developer to design, develop, and implement a modernized secondary education curriculum framework for the Turkey Ankara region. All pricing, deliverables, timelines, and terms outlined in this Quotation Estimate are binding upon mutual acceptance and signature by both parties.

The Curriculum Developer engagement described herein is specifically tailored to the educational landscape of Turkey Ankara, taking into account the Ministry of National Education (MEB) standards, the 2024 national curriculum reform directives, and the unique demographic and linguistic composition of the Ankara metropolitan area. The Curriculum Developer will operate primarily from our Ankara office located in Çankaya, with periodic on-site visits to partner schools across the municipality.

2. Detailed Scope of Services – Curriculum Developer

The Curriculum Developer will deliver the following services over a 12-month project period:

• Needs Assessment & Stakeholder Consultation (Months 1–2): The Curriculum Developer will conduct a comprehensive audit of existing curricula across 45 public secondary schools in Turkey Ankara. This includes interviews with 200+ teachers, 50 school administrators, and 100 parent representatives to identify gaps, redundancies, and areas requiring modernization.
• Curriculum Framework Design (Months 3–5): Development of a structured, competency-based curriculum framework aligned with MEB standards and European Qualifications Framework (EQF) benchmarks. The Curriculum Developer will produce detailed learning objectives, assessment rubrics, and pedagogical guidelines for all core subjects.
• Instructional Material Development (Months 5–8): Creation of teacher guides, student workbooks, digital learning modules, and standardized assessment instruments. All materials will be produced in Turkish, with optional English-language supplementary resources for international schools operating in Turkey Ankara.
• Pilot Implementation & Teacher Training (Months 8–10): The Curriculum Developer will oversee a pilot rollout in 12 selected schools across Ankara districts (Çankaya, Yenimahalle, Keçiören, and Etimesgut). A minimum of 120 hours of in-service teacher training will be delivered by the Curriculum Developer and a team of subject-matter experts.
• Evaluation, Reporting & Final Handover (Months 10–12): Comprehensive evaluation of pilot outcomes, preparation of a final implementation report, and formal handover of all curriculum assets, intellectual property, and documentation to the client organization.

3. Itemized Cost Breakdown

* All amounts are denominated in Turkish Lira (TRY). Exchange rate reference: 1 EUR ≈ 38.50 TRY as of the date of this Quotation Estimate.

4. Payment Terms

• 30% advance payment upon contract signing: 2,080,800 TRY
• 25% upon completion of Curriculum Framework Design (Month 5): 1,734,000 TRY
• 25% upon completion of Pilot Implementation (Month 10): 1,734,000 TRY
• 20% upon Final Handover and acceptance (Month 12): 1,387,200 TRY

Payments shall be made via bank transfer to the account of EduStrategy Consulting Ltd., Ziraat Bankası, Ankara Çankaya Branch, IBAN: TR12 0001 0000 1234 5678 9012 34. Invoices will be issued in accordance with Turkish tax regulations (GİB e-fatura system).

5. Terms and Conditions

1. This Quotation Estimate is valid for 30 calendar days from the date of issue. After the expiry date, prices may be revised to reflect market conditions in Turkey Ankara.
2. The Curriculum Developer and all supporting personnel shall comply with all applicable Turkish labor laws, data protection regulations (KVKK), and MEB operational guidelines throughout the project duration.
3. All intellectual property created by the Curriculum Developer under this engagement shall be transferred to the client upon full payment. EduStrategy Consulting Ltd. retains the right to reference the project in professional portfolios with client written consent.
4. Any scope changes beyond the parameters defined in this Quotation Estimate will be subject to a formal change-order process and additional cost assessment.
5. Disputes arising from this Quotation Estimate and the subsequent contract shall be resolved through arbitration in Ankara, Turkey, in accordance with the rules of the Ankara Arbitration Institute.
6. The Curriculum Developer shall maintain professional liability insurance with a minimum coverage of 5,000,000 TRY for the duration of the engagement.

6. Acceptance and Authorization

By signing below, both parties acknowledge and accept the terms, scope, and pricing outlined in this Quotation Estimate for the Curriculum Developer services to be delivered in Turkey Ankara.
