1. Purpose of This Quotation Estimate

This Quotation Estimate is issued by Beijing International Trade Compliance Ltd. to provide a comprehensive and itemized cost breakdown for the engagement of a licensed Customs Officer to support the client's import and export operations at the Beijing Capital International Airport (PEK) and the Beijing Land Port of Entry. The scope of this Quotation Estimate covers a twelve-month service period commencing on 1 August 2025 and concluding on 31 July 2026. All pricing is denominated in Chinese Yuan (CNY) and is subject to the terms and conditions outlined in Section 6 of this document.

2. Scope of Services — Customs Officer Engagement

The Customs Officer engaged under this Quotation Estimate shall hold a valid General Administration of Customs (GAC) license and possess a minimum of eight years of experience in customs clearance procedures specific to the China Beijing jurisdiction. The officer's responsibilities include, but are not limited to:

  • Preparation, review, and submission of all customs declarations (Single Window / CHIEAP system) for goods transiting through China Beijing ports of entry.
  • Classification of goods under the Harmonized System (HS) codes as applied by the GAC Beijing Customs House.
  • Calculation and verification of import duties, value-added tax (VAT), and consumption tax in accordance with current China Beijing tariff schedules.
  • Liaison with GAC inspectors, the Beijing Customs Risk Management Division, and relevant regulatory bodies during physical inspections or document audits.
  • Management of bonded warehouse entries, temporary admission (ATA Carnet) filings, and re-export documentation.
  • Advisory support on free trade agreement (FTA) preferential tariff applications, including RCEP and China-EU cooperation frameworks applicable in China Beijing.
  • Monthly compliance reporting to the client's finance and logistics departments.

Note: This Quotation Estimate assumes standard operating hours (Monday to Friday, 08:00–17:00 China Standard Time) for the Customs Officer. Any additional on-site requirements beyond the 80 hours per month specified in Line Item 4 will be billed at the hourly rate indicated. All amounts are exclusive of any customs duties, taxes, or fees levied directly by the GAC on the client's cargo. 4. Payment Terms

Payment for the services described in this Quotation Estimate shall be made in monthly installments. Each invoice, issued on the 1st of the following month, is payable within thirty (30) calendar days via bank transfer to the account of Beijing International Trade Compliance Ltd. A 1.5% monthly late-payment surcharge will apply to overdue balances. The client is requested to confirm acceptance of this Quotation Estimate by signing and returning the copy of this document within fourteen (14) days of the issue date.

5. Validity and Assumptions

This Quotation Estimate is valid for thirty (30) days from the date of issue. Pricing is based on current GAC regulations, Beijing municipal social insurance contribution rates, and prevailing exchange rates as of 15 June 2025. Should the GAC Beijing Customs House issue new tariff schedules, modify CHIEAP platform fees, or alter mandatory training requirements during the contract period, a revised Quotation Estimate supplement will be issued with a minimum of thirty days' prior written notice. The Customs Officer assigned under this engagement is subject to a background check and GAC eligibility verification prior to commencement of duties in China Beijing.

6. Terms and Conditions
  1. This Quotation Estimate does not constitute a binding contract until countersigned by both parties and a formal Service Agreement is executed.
  2. The Customs Officer shall comply with all applicable laws of the People's Republic of China, including the Customs Law of the PRC, the Foreign Trade Law, and all GAC administrative regulations specific to the China Beijing customs territory.
  3. Confidentiality: All cargo manifests, commercial invoices, and client business data handled by the Customs Officer are subject to a strict non-disclosure agreement. Breach of confidentiality shall render the responsible party liable for damages.
  4. Liability: Beijing International Trade Compliance Ltd. shall not be held liable for customs penalties, seizure of goods, or delays arising from incomplete or inaccurate information provided by the client. The Customs Officer acts as an agent of the client for declaration purposes.
  5. Termination: Either party may terminate the engagement with sixty (60) days' written notice. Upon termination, a final settlement invoice reflecting all services rendered up to the termination date will be issued.
  6. Governing Law: This Quotation Estimate and any resulting agreement shall be governed by the laws of the People's Republic of China. Disputes shall be resolved through arbitration at the China International Economic and Trade Arbitration Commission (CIETAC) in Beijing.
  7. Force Majeure: Neither party shall be liable for failure to perform obligations due to events beyond reasonable control, including but not limited to natural disasters, government-mandated port closures in China Beijing, or changes in national trade policy.
