This Quotation Estimate is issued by Nippon Trade Compliance & Logistics Services Co., Ltd. to provide a comprehensive and itemized cost breakdown for the engagement of a qualified Customs Officer to support the import, export, and cross-border trade operations of Kansai International Importers K.K. The Customs Officer will be stationed primarily at the Japan Kyoto customs facility and will operate in full compliance with the Customs and Tariff Act of Japan, the Foreign Exchange and Foreign Trade Act, and all applicable regulations administered by the Japan Customs Agency (Nihon Zeimucho). This Quotation Estimate covers all professional fees, statutory levies, equipment, and ancillary services required for the full twelve-month contract term.
The Customs Officer engaged under this Quotation Estimate shall perform the following duties at the Japan Kyoto customs office and related facilities:
- Preparation, review, and submission of all customs declarations (import, export, and transit) in accordance with Japanese customs procedures.
- Classification of goods under the Harmonized System (HS) nomenclature and determination of applicable tariff rates, consumption taxes, and anti-dumping duties.
- Coordination with Japan Customs inspectors during physical examinations, document audits, and risk-based inspections at the Japan Kyoto port of entry.
- Management of bonded warehouse operations and duty-suspension arrangements for goods stored within the Japan Kyoto customs territory.
- Advisory support on rules of origin, preferential trade agreements (including RCEP and CPTPP), and free trade zone eligibility.
- Maintenance of statutory records, ledgers, and compliance documentation for a minimum period of five years as mandated by Japanese law.
- Monthly reporting to the client on duty payments, refund claims, and any customs discrepancies or penalties.
- Representation of the client before Japan Customs in the event of inquiries, audits, or dispute resolution proceedings.

Payment for the services outlined in this Quotation Estimate shall be made in Japanese Yen (JPY) via bank transfer to the account of Nippon Trade Compliance & Logistics Services Co., Ltd. The total contract value of ¥10,060,600 shall be invoiced on a monthly basis, with each monthly invoice due within thirty (30) calendar days of the invoice date. A 15% advance payment is required prior to the commencement of services on 1 July 2025. Late payments shall incur a penalty interest of 1.5% per month, in accordance with the Late Payment of Price Act (Japan).
- This Quotation Estimate is valid for ninety (90) days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Japan Kyoto.
- The Customs Officer engaged under this arrangement shall hold a valid Customs Broker License (Kanzei Shokai) issued by the Japan Customs Agency and shall maintain continuous professional development as required by Japanese regulation.
- All services shall be performed in strict adherence to the laws of Japan, including the Customs and Tariff Act, the Foreign Exchange and Foreign Trade Act, and the Personal Information Protection Act (APPI).
- The client agrees to provide all necessary commercial documents, invoices, bills of lading, and certificates of origin in a timely manner to enable the Customs Officer to process declarations without delay.
- Either party may terminate this agreement with sixty (60) days' written notice. In the event of termination, all fees for services rendered up to the termination date shall remain payable.
- Confidentiality: All trade data, pricing information, and client records handled by the Customs Officer in Japan Kyoto shall be treated as strictly confidential and shall not be disclosed to any third party without written consent.
- Force Majeure: Neither party shall be liable for failure to perform obligations due to natural disasters (including earthquakes common to the Japan Kyoto region), government actions, or other events beyond reasonable control.
- Governing Law: This Quotation Estimate and any resulting contract shall be governed by and construed in accordance with the laws of Japan. Any disputes shall be submitted to the exclusive jurisdiction of the Kyoto District Court.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing set forth herein for the engagement of a Customs Officer in Japan Kyoto. This document, once countersigned by both parties, shall constitute a binding service agreement for the period specified.
