This Quotation Estimate has been prepared by Meridian Border & Trade Solutions Ltd to provide Harbourline Logistics Group with a comprehensive and itemised cost breakdown for the engagement of a qualified Customs Officer to support import, export, and border compliance operations at the Port of Auckland. This document serves as a formal Quotation Estimate and does not constitute a binding contract until countersigned by both parties. All pricing is quoted in New Zealand Dollars (NZD) and is specific to operations conducted within the New Zealand Auckland metropolitan region.
The Customs Officer engaged under this Quotation Estimate will perform the following duties in accordance with the Customs and Excise Act 2018 and all applicable regulations administered by New Zealand Customs Service (NZCS) in New Zealand Auckland:
- Preparation, review, and submission of customs declarations (import and export) via the New Zealand Customs Service electronic system.
- Classification of goods under the Harmonised System (HS) nomenclature and determination of applicable duty rates, GST, and excise obligations.
- Coordination with NZCS officers at the Port of Auckland regarding inspections, queries, and clearance of cargo.
- Maintenance of accurate records in compliance with the Trade Measures Act 1995 and the Customs and Excise Act 2018.
- Advisory support to the client's logistics team on tariff engineering, free trade agreement utilisation (including CPTPP and RCEP provisions), and border compliance best practices specific to New Zealand Auckland operations.
- Management of bonded warehouse documentation and transhipment declarations where applicable.

4.1 Validity: This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Should the client wish to proceed after the expiry date, a revised Quotation Estimate reflecting any market adjustments will be issued.
4.2 Payment Terms: Invoices will be issued monthly in arrears. Payment is due within fourteen (14) calendar days of the invoice date via bank transfer to the account details provided. Late payments will attract interest at the rate prescribed under the Interest on Debts Act 1978 (New Zealand).
4.3 Engagement of the Customs Officer: The Customs Officer assigned under this Quotation Estimate must hold a valid New Zealand Customs Service licence or be registered as a customs agent. Meridian Border & Trade Solutions Ltd warrants that the appointed Customs Officer will maintain all necessary credentials throughout the engagement period in New Zealand Auckland.
4.4 Confidentiality: All trade data, tariff classifications, and client-specific information handled by the Customs Officer shall be treated as strictly confidential. A Non-Disclosure Agreement (NDA) will be executed prior to commencement of services.
4.5 Termination: Either party may terminate the engagement with thirty (30) days written notice. In the event of termination, all fees accrued up to the termination date shall be payable in full.
4.6 Governing Law: This Quotation Estimate and any resulting contract shall be governed by and construed in accordance with the laws of New Zealand, with jurisdiction vested in the courts of New Zealand Auckland.
4.7 Insurance: Meridian Border & Trade Solutions Ltd maintains professional indemnity insurance of no less than NZD $5,000,000, covering all activities performed by the Customs Officer in the course of this engagement.
By signing below, both parties acknowledge and agree to the terms, conditions, and pricing set out in this Quotation Estimate for the engagement of a Customs Officer in New Zealand Auckland. This document, once countersigned, shall form the basis of the service agreement between the parties.
