This Quotation Estimate is submitted by Abuja Trade Facilitation & Logistics Ltd. in response to the Request for Proposal issued by the Federal Capital Territory Trade Authority. The purpose of this document is to provide a comprehensive and transparent cost breakdown for the professional engagement of a qualified Customs Officer to manage, facilitate, and oversee all import and export clearance operations at the Abuja International Airport (Nnamdi Azikiwe International Airport) and the land border posts within the Nigeria Abuja metropolitan area. This Quotation Estimate covers a twelve-month contractual period commencing from the date of acceptance and includes all associated professional fees, regulatory compliance costs, and operational support services.
2. Scope of Services – Customs Officer EngagementThe Customs Officer to be deployed under this Quotation Estimate shall hold a valid license issued by the Nigeria Customs Service (NCS) and possess a minimum of eight (8) years of demonstrated experience in customs clearance, trade compliance, and border operations within Nigeria Abuja. The scope of services includes, but is not limited to:
(a) Preparation, submission, and tracking of all customs declarations (SAD forms) through the Integrated Customs Management System (ICUMS) and the Nigeria Customs Service electronic platform;
(b) Classification of goods under the Harmonized System (HS) nomenclature and determination of applicable duties, taxes, and levies;
(c) Liaison with the Nigeria Customs Service, the Federal Ministry of Trade and Investment, the Standards Organisation of Nigeria (SON), and the National Agency for Food and Drug Administration and Control (NAFDAC) as required for clearance in Nigeria Abuja;
(d) Physical inspection coordination, documentation verification, and resolution of customs queries or holds;
(e) Monthly reporting on clearance volumes, duty payments, compliance status, and any regulatory changes affecting trade operations in Nigeria Abuja;
(f) Advisory services on trade policy, tariff revisions, and free trade agreements relevant to the client's operations.

Payment for the services outlined in this Quotation Estimate shall be made in monthly installments. The client shall remit the monthly professional fee and associated operational costs within fourteen (14) calendar days of the invoice date. A mobilization advance of twenty-five percent (25%) of the total Quotation Estimate value shall be payable upon contract execution. All payments shall be made in Nigerian Naira (NGN) via bank transfer to the account designated by Abuja Trade Facilitation & Logistics Ltd. Late payments shall attract a penalty of two percent (2%) per month on the outstanding balance.
5. Terms and Conditions- This Quotation Estimate is valid for thirty (30) days from the date of issue. Beyond this period, prices may be revised to reflect changes in exchange rates, regulatory fees, or market conditions in Nigeria Abuja.
- The Customs Officer engaged under this arrangement shall be bound by the Nigeria Customs Service Code of Conduct, the Customs Act (Cap C15, LFN 2004), and all applicable federal trade regulations.
- Abuja Trade Facilitation & Logistics Ltd. shall not be liable for delays or penalties arising from force majeure events, government policy changes, or actions of third-party regulatory bodies.
- The client reserves the right to terminate this engagement with thirty (30) days' written notice. Upon termination, all fees accrued up to the termination date shall be due and payable.
- All documents, data, and operational records generated by the Customs Officer in the course of this engagement shall remain the property of the client and shall be returned upon contract expiry.
- This Quotation Estimate does not constitute a binding contract until formally accepted in writing by both parties and countersigned by authorized representatives.
- Any disputes arising from this Quotation Estimate or the subsequent contract shall be resolved through arbitration in Abuja, Nigeria, in accordance with the Arbitration and Conciliation Act, Cap A18, LFN 2004.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and cost structure presented herein for the engagement of a Customs Officer in Nigeria Abuja.
