1. Scope of Services – Customs Officer Engagement

The following services are included in this Quotation Estimate for the engagement of a Customs Officer operating in Uganda Kampala and its designated border and port facilities:

1. Customs Declaration & Filing: Preparation, submission, and processing of all import and export declarations through the Integrated Customs Management System (ICUMS) on behalf of the client at the Uganda Kampala customs offices.
2. Documentation Management: Compilation and verification of Bills of Lading, Commercial Invoices, Packing Lists, Certificates of Origin, Phytosanitary Certificates, and all supporting documents required by URA Customs and the Uganda National Bureau of Standards (UNBS).
3. Duty & Tax Assessment: Accurate calculation of import duties, Value Added Tax (VAT), Excise Duty, and the 1.5% Development Levy applicable to goods cleared through Uganda Kampala ports and border posts.
4. Physical Inspection Coordination: Liaison with URA Customs officers during physical examination of cargo, including container unsealing, sampling, and re-sealing procedures at the Uganda Kampala dry port and Entebbe Airport cargo terminal.
5. Regulatory Compliance & Advisory: Ongoing advisory on changes to the East African Community (EAC) Common External Tariff, Uganda Customs Act (2016), and any new directives issued by the URA Customs Division applicable to Uganda Kampala operations.
6. Dispute Resolution & Appeals: Representation of the client in any customs valuation disputes, classification disagreements, or penalty appeals before the URA Customs Review Board in Uganda Kampala.
7. Record Keeping & Reporting: Monthly reporting on all customs transactions, duty payments, and compliance status, maintained in accordance with URA record-keeping requirements for Uganda Kampala-based importers.

2. Itemized Cost Breakdown

Note: All amounts are quoted in Ugandan Shillings (UGX) and are exclusive of applicable taxes. Customs duties, VAT, and levies payable directly to URA are not included in this Quotation Estimate and shall be borne by the client.

3. Terms and Conditions

1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, pricing may be subject to revision based on prevailing market conditions in Uganda Kampala.
2. The Customs Officer engaged under this Quotation Estimate must hold a valid license issued by the Uganda Revenue Authority and be registered with the Uganda Customs Brokers Association (UCBA).
3. Payment terms: 50% of the monthly retainer is due on the 1st of each month, and the remaining 50% is due on the 15th. Per-shipment fees are payable within five (5) working days of successful clearance.
4. The client shall provide all necessary import/export documentation to the Customs Officer no later than forty-eight (48) hours prior to the scheduled arrival of goods at any Uganda Kampala port or border facility.
5. Kampala Trade & Logistics Solutions Ltd. shall not be held liable for delays caused by URA Customs system outages, government policy changes, force majeure events, or actions of third-party regulatory bodies.
6. This engagement is governed by the laws of the Republic of Uganda. Any disputes arising from this Quotation Estimate shall be resolved through arbitration in Kampala, Uganda, in accordance with the Arbitration Act, 2000.
7. The Customs Officer shall maintain strict confidentiality regarding all client trade data, commercial invoices, and business operations in Uganda Kampala.
8. Either party may terminate this engagement with thirty (30) days' written notice. Upon termination, all outstanding fees for services rendered up to the termination date shall be settled in full.

4. Acceptance of Quotation Estimate

By signing below, the client acknowledges and accepts the terms, conditions, and pricing outlined in this Quotation Estimate for the engagement of a Customs Officer in Uganda Kampala.
