3. Scope of Services – Customs Officer Engagement
This Quotation Estimate is issued in response to the formal request submitted by Pacific Rim Import-Export Group, Inc. for the provision of a dedicated Customs Officer to manage, facilitate, and oversee all customs clearance operations at the Port of Los Angeles. The Customs Officer assigned under this engagement will operate in full compliance with U.S. Customs and Border Protection (CBP) regulations, the Tariff Act of 1930, and all applicable federal and state statutes governing import and export activities within the United States Los Angeles customs district.
The Customs Officer will be responsible for the following core duties:
- Preparation, review, and electronic filing of all Entry Summaries (CBP Form 7501), Entry Declarations, and related customs documentation for inbound and outbound cargo.
- Classification of goods under the Harmonized Tariff Schedule of the United States (HTSUS) to ensure accurate duty assessment and compliance.
- Coordination with CBP officers, port authorities, and terminal operators at the Port of Los Angeles to expedite cargo release and minimize dwell time.
- Management of Importer Security Filing (ISF / 10+2) submissions within the mandated 24-hour window prior to vessel loading.
- Handling of customs audits, CBP inquiries, and post-clearance adjustments on behalf of the client.
- Advisory services regarding trade agreements (USMCA, bilateral treaties), duty drawback programs, and free trade zone utilization specific to the United States Los Angeles corridor.
- Maintenance of a complete electronic record of all customs transactions for a minimum period of five (5) years as required by 19 U.S.C. § 1508.

All amounts are quoted in United States Dollars (USD). Third-party government fees (CBP processing fees, port terminal handling charges, and carrier demurrage) are excluded from this Quotation Estimate and will be billed at cost if the client authorizes pass-through billing.
5. Payment Terms
- Retainer fees (Line Item 1) are invoiced on the 1st of each month, due within 15 calendar days of invoice date (Net 15).
- Per-entry and per-filing charges (Line Items 2 & 3) are invoiced monthly in arrears, due within 20 calendar days (Net 20).
- Consultation, audit, and advisory fees (Line Items 4–6) are invoiced upon completion of the specific service, due within 15 calendar days.
- A 1.5% monthly late-payment interest charge will apply to any overdue balance exceeding 30 days past the due date.
- Payment may be made via ACH transfer, wire transfer, or certified check to the account details provided on each invoice.
6. Terms and Conditions
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Upon expiration, pricing and availability of the designated Customs Officer are subject to reconfirmation.
- Golden Gate Customs & Trade Solutions, LLC shall assign a CBP-licensed Customs Officer with a minimum of eight (8) years of experience in the United States Los Angeles port district. The client reserves the right to request a replacement if performance does not meet the agreed-upon Service Level Agreement (SLA).
- The Customs Officer shall maintain professional liability insurance with a minimum coverage of $2,000,000 per occurrence and shall provide a certificate of insurance upon request.
- All services shall be performed in strict accordance with the CBP Broker Regulations (19 C.F.R. Part 111), the Customs Modernization Act, and all applicable United States federal trade laws.
- Confidentiality: All cargo data, commercial invoices, and trade secrets disclosed by the client shall be treated as strictly confidential and shall not be disclosed to any third party without written consent, in accordance with the Non-Disclosure Agreement (NDA) attached as Exhibit A.
- Termination: Either party may terminate this engagement with thirty (30) days' written notice. In the event of termination, the client shall be liable for all services rendered up to the effective date of termination.
- Force Majeure: Neither party shall be liable for delays or failures in performance resulting from acts of God, port strikes, government-mandated closures, or other events beyond reasonable control.
- Governing Law: This Quotation Estimate and any resulting contract shall be governed by the laws of the State of California and the federal laws of the United States of America. Disputes shall be resolved by binding arbitration in Los Angeles, California, in accordance with the rules of the American Arbitration Association.
7. Acceptance and Authorization
By signing below, the client acknowledges receipt of this Quotation Estimate for Customs Officer services at the Port of Los Angeles, United States, and authorizes Golden Gate Customs & Trade Solutions, LLC to proceed with the engagement as described herein. This signature constitutes a binding acceptance of all terms, conditions, and pricing outlined in this document.
