This Quotation Estimate is formally submitted by NexaTech Analytics Solutions Ltd. in response to the Request for Proposal (RFP-DS-2025-0091) issued by Al-Rajhi Digital Innovation Division. The purpose of this document is to provide a comprehensive and transparent cost breakdown for the recruitment, deployment, and ongoing management of a senior Data Scientist professional to be stationed and operational in Saudi Arabia Jeddah. This Quotation Estimate covers all associated costs including compensation, benefits, infrastructure, training, and project management over a twelve-month engagement period, fully compliant with the Saudi Labor Law and the Vision 2030 digital transformation framework.

The Data Scientist engaged under this Quotation Estimate will be responsible for the following deliverables and activities within the Jeddah office premises:

Design, develop, and deploy machine learning models for predictive analytics, customer segmentation, and fraud detection systems tailored to the Saudi financial services sector.
Build and maintain end-to-end data pipelines using Python, R, Apache Spark, and cloud-based infrastructure (AWS Middle East – Bahrain region) to process structured and unstructured datasets exceeding 500 GB monthly.
Conduct exploratory data analysis, statistical modeling, and A/B testing to generate actionable business intelligence reports for senior leadership in Jeddah.
Collaborate with cross-functional teams including software engineers, business analysts, and compliance officers to ensure all Data Scientist outputs meet Saudi Central Bank (SAMA) regulatory requirements.
Implement Natural Language Processing (NLP) solutions for Arabic-language customer feedback analysis, sentiment tracking, and automated response generation.
Provide weekly progress reports, monthly KPI dashboards, and quarterly strategic presentations to the Al-Rajhi Digital Innovation Division management.
Mentor junior data analysts and contribute to the establishment of a data science center of excellence within the Jeddah campus.

4.1 Validity: This Quotation Estimate shall remain valid for a period of thirty (30) calendar days from the date of issue. Any acceptance beyond this period may be subject to revised pricing due to market fluctuations in the Saudi Arabia Jeddah labor and technology sectors.

4.2 Payment Terms: Payment shall be structured as follows: 30% advance upon contract signing, 40% upon successful onboarding and first 90-day performance review of the Data Scientist, and 30% upon completion of the twelve-month engagement. All payments shall be made via bank transfer to the account specified in the master service agreement.

4.3 Compliance: All services rendered under this Quotation Estimate shall comply with the Saudi Labor Law (Royal Decree No. M/51), the Saudi Data and AI Authority (SDAIA) regulations, and applicable data protection standards. The Data Scientist shall sign a Non-Disclosure Agreement (NDA) and a non-compete clause specific to the Jeddah metropolitan area.

4.4 Termination: Either party may terminate the engagement with a written notice of sixty (60) days. In the event of early termination, a pro-rata refund of unused services shall be calculated and processed within thirty (30) days.

4.5 Intellectual Property: All models, algorithms, code, and analytical outputs developed by the Data Scientist during the engagement period shall be the exclusive property of Al-Rajhi Digital Innovation Division, as stipulated in the master service agreement.

4.6 Governing Law: This Quotation Estimate and any resulting contract shall be governed by and construed in accordance with the laws of the Kingdom of Saudi Arabia. Any disputes shall be resolved through the Jeddah Commercial Court.
