This Quotation Estimate is issued by Apex Analytics Solutions (Pty) Ltd to Harbourview Financial Group (Pty) Ltd in relation to the engagement of a senior Data Scientist to deliver advanced analytics, machine learning model development, and predictive insight services. This Quotation Estimate is specifically tailored for operations based in South Africa Cape Town, where the Data Scientist will be physically stationed at the client's premises in the Cape Town CBD for the duration of the contracted engagement. All pricing, terms, and conditions outlined in this Quotation Estimate reflect the local market rates, regulatory environment, and operational realities specific to South Africa Cape Town.
The Data Scientist engaged under this Quotation Estimate will perform the following duties and deliverables over a period of twelve (12) months:
- Data Acquisition & Engineering: Design, build, and maintain ETL/ELT pipelines to ingest structured and unstructured data from the client's core banking systems, transactional databases, and third-party financial feeds. The Data Scientist will ensure data quality, integrity, and compliance with the Protection of Personal Information Act (POPIA) as applicable in South Africa.
- Exploratory Data Analysis (EDA): Conduct in-depth exploratory analysis on historical transactional data, customer behavioural datasets, and market indicators to identify patterns, anomalies, and opportunities for revenue optimisation and risk mitigation.
- Machine Learning Model Development: Develop, train, validate, and deploy supervised and unsupervised machine learning models for credit scoring, fraud detection, customer churn prediction, and portfolio optimisation. The Data Scientist will utilise Python, R, scikit-learn, XGBoost, TensorFlow, and PyTorch frameworks.
- Predictive Analytics & Forecasting: Build time-series forecasting models for cash flow prediction, loan default probability assessment, and market trend analysis specific to the South African financial landscape.
- Model Deployment & MLOps: Containerise and deploy models using Docker and Kubernetes on the client's on-premise infrastructure in Cape Town. Implement CI/CD pipelines for model retraining and monitoring.
- Stakeholder Reporting & Presentation: Produce weekly and monthly analytical reports, visual dashboards (using Power BI and Tableau), and present findings to senior management and the board of directors at the client's Cape Town headquarters.
- Knowledge Transfer & Mentoring: Mentor junior analysts within the client's in-house team, conduct workshops on data science best practices, and establish a sustainable data science capability within the organisation.
- Regulatory Compliance Support: Ensure all data processing activities comply with South African legislation, including POPIA, the National Credit Act, and Financial Sector Conduct Authority (FSCA) guidelines.

4.1 Payment shall be made in monthly instalments of R 159,754.17 (inclusive of VAT) over the twelve-month engagement period, payable within fourteen (14) calendar days of receipt of a valid tax invoice.
4.2 A one-off onboarding fee of R 45,000.00 (excl. VAT) is due within seven (7) days of the signed acceptance of this Quotation Estimate.
4.3 All payments shall be made via electronic funds transfer (EFT) to the bank account of Apex Analytics Solutions (Pty) Ltd, First National Bank, Cape Town Branch. Account details will be provided on the invoice.
4.4 Late payments shall attract interest at the rate of 1.5% per month or the maximum rate permitted by South African law, whichever is lower.
5.1 This Quotation Estimate is valid for thirty (30) days from the date of issue. Thereafter, pricing may be subject to revision based on market conditions in South Africa Cape Town.
5.2 The Data Scientist shall be bound by a strict Non-Disclosure Agreement (NDA) and a Non-Compete clause for a period of twelve (12) months following the conclusion of the engagement.
5.3 All intellectual property, models, code, and analytical outputs developed during the engagement shall become the sole property of the client upon full payment.
5.4 Either party may terminate this engagement with thirty (30) days' written notice. In the event of early termination, the client shall be liable for all services rendered up to the termination date plus a 10% administrative fee.
5.5 The Data Scientist shall comply with all applicable South African labour laws, including the Basic Conditions of Employment Act, and shall be subject to the client's site access and security policies in Cape Town.
5.6 This Quotation Estimate does not constitute a binding contract until both parties have signed and returned the acceptance section below.
