The purpose of this document is to provide a comprehensive, transparent, and itemised cost breakdown for the recruitment, deployment, and ongoing support of a senior Data Scientist who will be physically based in Tanzania Dar es Salaam and will deliver advanced analytics, machine learning model development, and data-driven strategic insights for the client's public health research programmes.

The Data Scientist proposed under this Quotation Estimate will operate from our fully equipped office facility in the Kariakoo business district of Tanzania Dar es Salaam, ensuring proximity to the client's premises and facilitating regular on-site collaboration, stakeholder meetings, and knowledge transfer sessions with the client's internal research teams.

The Data Scientist engagement encompasses the following deliverables and responsibilities, all to be executed within the Tanzania Dar es Salaam operational context:

• Design, development, and deployment of predictive machine learning models for epidemiological trend forecasting using Tanzanian national health datasets.
• Construction of interactive data visualisation dashboards (Power BI / Tableau) for real-time monitoring of public health indicators across all 31 regions of Tanzania.
• Statistical analysis and hypothesis testing for clinical trial data collected at partner hospitals in Dar es Salaam and surrounding regions.
• Development of natural language processing (NLP) pipelines for processing Swahili and English-language patient records and research publications.
• Monthly data quality audits, ETL pipeline maintenance, and infrastructure optimisation on the client's on-premise and cloud hybrid environment.
• Preparation of quarterly technical reports and executive presentations for the client's board of directors and Ministry of Health stakeholders in Dar es Salaam.
• Mentorship and capacity-building workshops for up to ten (10) junior analysts within the client's data team, conducted at the client's offices in Dar es Salaam.

Payment for the services outlined in this Quotation Estimate shall be made in Tanzanian Shillings (TZS) via bank transfer to the account of Tanzania Data Analytics Solutions Ltd. at CRDB Bank, Dar es Salaam Branch. The payment schedule is structured as follows:

• 30% advance payment (TZS 53,721,000) upon signed acceptance of this Quotation Estimate and execution of the master service agreement.
• 40% milestone payment (TZS 71,628,000) due at the completion of Month 6, subject to delivery of the first two quarterly reports and successful deployment of the predictive model v1.0.
• 30% final payment (TZS 53,721,000) due at the end of Month 12, upon final project handover, documentation, and client sign-off.

All invoices shall be issued in accordance with the Tanzania Revenue Authority (TRA) eTIMS system. Late payments shall attract a penalty of 2% per month as stipulated under the Tanzania Contract Act, Cap. 345.

• This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing may be revised to reflect changes in the Tanzanian labour market, exchange rates, or regulatory requirements.
• The Data Scientist shall comply with all applicable Tanzanian data protection regulations, including the Data Protection Act No. 6 of 2022, and shall execute a Non-Disclosure Agreement (NDA) prior to accessing any client data.
• All intellectual property developed specifically for the client under this engagement shall vest in the client upon full payment. General methodologies, tools, and pre-existing frameworks remain the property of Tanzania Data Analytics Solutions Ltd.
• The client agrees to provide timely access to relevant datasets, infrastructure credentials, and subject-matter experts located in Tanzania Dar es Salaam to enable the Data Scientist to perform duties without undue delay.
• Either party may terminate this engagement with thirty (30) days' written notice. In the event of early termination, the client shall be liable for all costs incurred up to the termination date, as detailed in this Quotation Estimate.
• Disputes arising from this Quotation Estimate or the subsequent service agreement shall be resolved through arbitration in Dar es Salaam in accordance with the Arbitration Act, Cap. 20 of the Laws of Tanzania.
