Thank you for requesting a formal Quotation Estimate from Meridian Economic Advisory Group Ltd. for the engagement of a senior Economist to provide comprehensive macroeconomic and sectoral advisory services within China Shanghai. This Quotation Estimate has been prepared in accordance with your requirements as outlined in your Request for Proposal dated 28 May 2025 and reflects our best and final pricing for the scope of work described herein. All figures presented in this Quotation Estimate are exclusive of applicable Value Added Tax (VAT) at the prevailing rate of 6% for professional services in China Shanghai, unless otherwise stated.

Meridian Economic Advisory Group proposes to assign a full-time Senior Economist (PhD in Economics, minimum 12 years of post-doctoral experience in macroeconomics, trade policy, and regional development) to serve as a dedicated economic advisor to SMDIC. The Economist will be physically based in our office in China Shanghai and will report directly to the Chief Investment Officer of SMDIC. The engagement period covered by this Quotation Estimate is twelve (12) months, commencing 1 September 2025 and concluding 31 August 2026, subject to mutual renewal.

The Economist's responsibilities under this Quotation Estimate include, but are not limited to:

• Production of monthly macroeconomic outlook reports specific to the China Shanghai metropolitan region, covering GDP projections, inflation indicators, employment trends, and monetary policy implications.
• Quarterly sectoral analysis of key industries operating in China Shanghai, including financial services, advanced manufacturing, cross-border trade, and digital economy.
• Advisory support on foreign direct investment (FDI) strategy, trade policy compliance under China's regulatory framework, and participation in bilateral economic forums hosted in China Shanghai.
• Preparation of ad-hoc economic briefings for the SMDIC Board of Directors, with a minimum of four (4) board-level presentations per quarter.
• Coordination with the People's Bank of China (Shanghai Branch), the National Bureau of Statistics (Shanghai Bureau), and relevant municipal government departments to ensure data accuracy and regulatory alignment.
• Annual publication of a comprehensive "China Shanghai Economic Resilience & Growth Outlook" white paper for internal and select external distribution.

Payment for the services outlined in this Quotation Estimate shall be made in accordance with the following schedule, all amounts denominated in CNY and payable via bank transfer to the account of Meridian Economic Advisory Group Ltd. at Bank of China, Pudong Branch, China Shanghai:

1. Advance Payment (30%): CNY 741,894 – due within ten (10) business days of execution of the Service Agreement and acceptance of this Quotation Estimate.
2. Quarterly Progress Payments (20% each): CNY 494,596 per quarter – due within fifteen (15) business days following the end of each calendar quarter (Q1: Sep–Nov 2025, Q2: Dec 2025–Feb 2026, Q3: Mar–May 2026, Q4: Jun–Aug 2026).
3. Final Settlement (10%): CNY 247,298 – due within twenty (20) business days of the successful completion of the engagement period and delivery of the final Annual White Paper.

1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing may be revised to reflect changes in market conditions, exchange rates, or regulatory requirements applicable in China Shanghai.
2. The Economist assigned under this Quotation Estimate shall comply with all applicable laws and regulations of the People's Republic of China, including but not limited to the Foreign Investment Law, the Data Security Law, and the Personal Information Protection Law, as they pertain to economic research and advisory activities conducted in China Shanghai.
3. All intellectual property, reports, analyses, and deliverables produced by the Economist under this engagement shall be the sole property of SMDIC upon full payment. Meridian Economic Advisory Group retains the right to reference the engagement in general marketing materials, subject to SMDIC's prior written consent.
4. Confidentiality: The Economist and all Meridian personnel shall adhere to strict confidentiality obligations. No data, projections, or strategic recommendations pertaining to SMDIC or China Shanghai municipal economic policy shall be disclosed to third parties without written authorization.
5. Force Majeure: Neither party shall be liable for failure to perform obligations under this Quotation Estimate due to events beyond reasonable control, including but not limited to natural disasters, government-mandated closures, or public health emergencies affecting operations in China Shanghai.
6. Dispute Resolution: Any disputes arising from or in connection with this Quotation Estimate shall be resolved through amicable negotiation. Failing resolution within thirty (30) days, the dispute shall be submitted to arbitration under the rules of the Shanghai International Arbitration Center (SHIAC) in China Shanghai. The language of arbitration shall be English.
7. This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties. All terms herein are subject to the final terms of such Agreement.

By signing below, the undersigned parties acknowledge and accept the terms, conditions, and pricing set forth in this Quotation Estimate for the engagement of the Economist in China Shanghai. This Quotation Estimate, once countersigned, shall serve as the basis for the preparation of the definitive Service Agreement.
