This Quotation Estimate is formally issued by Highland Economic Advisory Group to provide a comprehensive, itemized breakdown of costs associated with the engagement of a qualified Economist for a twelve-month consulting assignment to be carried out in Ethiopia Addis Ababa. The purpose of this document is to enable the client to evaluate the financial commitment required for the Economist's services, to facilitate internal budgeting and procurement approval processes, and to establish a transparent basis for the subsequent service agreement.
The Economist engaged under this Quotation Estimate will possess a minimum of a Master's degree in Economics (preferably a PhD), with no fewer than ten years of professional experience in macroeconomic analysis, fiscal policy design, trade economics, and development planning. The Economist will be physically based in Ethiopia Addis Ababa for the duration of the assignment, ensuring direct engagement with local government ministries, the National Bank of Ethiopia, the Ethiopian Statistical Service, and relevant international development partners operating in the region.
The Economist's responsibilities under this Quotation Estimate include, but are not limited to, the following deliverables to be executed in Ethiopia Addis Ababa:
- Conduct a comprehensive macroeconomic assessment of Ethiopia's current fiscal and monetary position, including inflation trajectory, foreign exchange reserves, and public debt sustainability analysis.
- Prepare quarterly economic outlook reports for the client, incorporating data from the Ethiopian Statistical Service, the National Bank of Ethiopia, and relevant IMF and World Bank publications.
- Advise on the design and implementation of structural reform programs aligned with Ethiopia's Ten-Year Development Plan, with particular focus on industrialization, agricultural value chains, and private sector growth.
- Facilitate and lead at least four stakeholder workshops per quarter in Addis Ababa, bringing together government officials, private sector representatives, civil society organizations, and international development agencies.

In accordance with standard procurement practices in Ethiopia Addis Ababa, the total amount specified in this Quotation Estimate shall be disbursed as follows:
- 30% Advance Payment ($57,024): Due within fifteen (15) business days of contract signature, to cover initial mobilization, office setup, and the first quarter's Economist fees.
- 40% Interim Payment ($76,032): Due upon submission and acceptance of the mid-term progress report (Month 6), confirming satisfactory delivery of the first six months of Economist services in Ethiopia Addis Ababa.
- 30% Final Payment ($57,024): Due within thirty (30) days of the client's written acceptance of the final comprehensive policy report and all associated deliverables.
All payments shall be made in US Dollars via wire transfer to the firm's designated account, or in Ethiopian Birr at the prevailing National Bank of Ethiopia reference rate on the date of payment, at the client's discretion.
- This Quotation Estimate is valid for a period of ninety (90) days from the date of issue. Beyond this period, all rates and terms are subject to revision due to potential fluctuations in the Ethiopian Birr exchange rate and local cost-of-living adjustments in Addis Ababa.
- The Economist's engagement is contingent upon the client's completion of all necessary internal approvals and, where applicable, clearance from the Ethiopian Ministry of Finance and relevant regulatory bodies.
- All intellectual property, reports, data analyses, and policy recommendations produced by the Economist during the course of this assignment shall become the sole property of the client upon full payment of the amounts specified in this Quotation Estimate.
- The firm and the Economist shall maintain strict confidentiality regarding all proprietary data, government-sensitive information, and unpublished policy documents encountered during the assignment in Ethiopia Addis Ababa.
- Either party may terminate the engagement with sixty (60) days' written notice. In the event of early termination, the client shall be liable for all services rendered up to the termination date, as itemized in a supplementary Quotation Estimate issued by the firm.
- This Quotation Estimate does not constitute a binding contract. A formal Service Agreement, incorporating all terms herein, must be executed by both parties before any work commences.
- All services shall be governed by the laws of the Federal Democratic Republic of Ethiopia, and any disputes arising from this Quotation Estimate or the subsequent agreement shall be resolved through arbitration in Addis Ababa in accordance with the Ethiopian Arbitration and Conciliation Proclamation.
By signing below, the client acknowledges receipt of this Quotation Estimate and confirms that the costs, scope of services, and terms outlined herein are acceptable for the engagement of the Economist in Ethiopia Addis Ababa. This signature authorizes the firm to proceed with the formal drafting of the Service Agreement.
