This Quotation Estimate is issued by Meridian Economic Advisory Group (MEAG) in response to the formal request for proposal (RFP No. MOP-2025-118) issued by the Ministry of Planning, Republic of Iraq. The purpose of this document is to present a comprehensive, itemized cost breakdown for the engagement of a senior Economist to deliver economic analysis, fiscal policy advisory, and macroeconomic modelling services in support of the Baghdad Economic Development and Fiscal Policy Review programme. All services described herein are to be performed primarily in Iraq Baghdad, with the possibility of short-duration deployments to other Iraqi governorates as operationally necessary.
The Economist engaged under this Quotation Estimate will serve as the lead technical advisor to the Ministry of Planning for a period of twelve (12) months, renewable for an additional six (6) months subject to mutual agreement. The Economist will be responsible for producing quarterly macroeconomic outlooks, evaluating the fiscal impact of proposed legislative amendments, modelling oil-price sensitivity scenarios for the Iraqi national budget, and preparing policy briefs for the Council of Ministers. All deliverables will be produced in both English and Arabic to ensure accessibility for all stakeholders in Iraq Baghdad and across the country.

- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period will require re-issuance and may be subject to revised pricing.
- Payment terms: 30% advance payment upon contract signature; 40% upon completion of the six-month milestone; 30% upon final delivery and acceptance of all Economist deliverables at month twelve. All payments shall be made via wire transfer to the MEAG account in Baghdad, Iraq.
- The Economist shall comply with all Iraqi federal laws, regulations, and the specific security protocols of the Ministry of Planning. The Economist will be required to undergo a security vetting process approved by the Iraqi Ministry of Interior prior to commencing work in Iraq Baghdad.
- All intellectual property, reports, models, and policy briefs produced by the Economist under this engagement shall be the sole property of the Ministry of Planning, Republic of Iraq.
- MEAG reserves the right to substitute the assigned Economist with a professional of equivalent or superior qualifications, subject to prior written approval by the Ministry of Planning.
- This Quotation Estimate does not include Iraqi Value Added Tax (VAT) or any withholding tax, which shall be borne by the contracting entity in accordance with Iraqi fiscal law.
- Force majeure events, including but not limited to civil unrest, natural disasters, or government-mandated closures in Iraq Baghdad, shall suspend the performance timeline without penalty to either party.
- Disputes arising from this Quotation Estimate and any resulting contract shall be resolved through arbitration in Baghdad, Iraq, in accordance with the Iraqi Arbitration Law.
By signing below, the contracting party acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Economist in Iraq Baghdad.
