This Quotation Estimate is formally submitted to the Dakar Economic Development Authority (DEDA) in Senegal Dakar to outline the full scope, deliverables, and associated costs for the engagement of a qualified Economist to provide comprehensive macroeconomic and microeconomic advisory services. The Economist engaged under this arrangement will operate primarily within the Senegal Dakar metropolitan area, with the objective of supporting evidence-based policy formulation, fiscal planning, and sustainable economic growth strategies for the city and its surrounding regions.
This document constitutes a binding Quotation Estimate for a period of twelve (12) months, renewable upon mutual written agreement. All figures presented herein reflect current market rates applicable to the Senegal Dakar professional services sector as of the date of issue.
The Economist retained under this Quotation Estimate shall perform the following duties and deliverables within the Senegal Dakar operational framework:
- Macroeconomic Analysis & Forecasting: The Economist shall produce quarterly macroeconomic reports covering GDP growth projections, inflation trends, exchange rate dynamics (XOF/USD), and fiscal balance assessments specific to the Senegal Dakar economy and the broader UEMOA (West African Economic and Monetary Union) context.
- Policy Advisory & Strategic Planning: Providing the DEDA board with data-driven recommendations on taxation policy, public expenditure allocation, and infrastructure investment prioritization tailored to the Senegal Dakar urban and peri-urban landscape.
- Trade & Commerce Assessment: Conducting in-depth analyses of import-export flows through the Port of Dakar, evaluating the impact of regional trade agreements, and identifying opportunities for diversification of the Senegal Dakar commercial sector.
- Socio-Economic Impact Studies: Designing and executing impact assessments for proposed development projects in Senegal Dakar, including housing, transportation, and digital infrastructure initiatives, with particular attention to employment generation and poverty reduction metrics.

4.1 Payment shall be made in four (4) equal quarterly installments of $54,340.00 (USD) each, due within thirty (30) days of the start of each quarter. The first installment is due upon formal acceptance of this Quotation Estimate.
4.2 All payments shall be remitted via international wire transfer to the designated account of MacroEconomic Advisory Partners (MEAP), with reference to the Quotation Estimate number QE-SEN-DKR-2025-0472.
4.3 Late payments shall incur a penalty of 1.5% per month on the outstanding balance, in accordance with commercial practices in Senegal Dakar.
4.4 Any additional services requested beyond the scope defined in Section 2 shall be subject to a supplementary Quotation Estimate issued by MEAP prior to commencement of such additional work.
5.1 This Quotation Estimate is valid for sixty (60) days from the date of issue. Beyond this period, pricing may be revised to reflect changes in the Senegal Dakar labor market, exchange rate fluctuations, or regulatory adjustments.
5.2 The Economist engaged under this contract shall comply with all applicable laws and regulations of the Republic of Senegal, including but not limited to the labor code, tax obligations, and professional licensing requirements in Senegal Dakar.
5.3 All intellectual property, reports, data sets, and analytical outputs produced by the Economist in the course of this engagement shall be the exclusive property of DEDA, Senegal Dakar, upon full payment of the fees outlined in this Quotation Estimate.
5.4 Either party may terminate this engagement with sixty (60) days written notice. In the event of early termination, DEDA shall be liable for all fees accrued up to the termination date, plus a 10% administrative closure fee.
5.5 Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through mediation in Senegal Dakar, and failing resolution, through arbitration under the rules of the OHADA (Organisation pour l'Harmonisation en Afrique du Droit des Affaires) arbitration center.
5.6 The Economist shall maintain professional confidentiality regarding all proprietary data, fiscal information, and strategic plans of DEDA and the Senegal Dakar municipal government.
By signing below, the undersigned parties acknowledge and accept the terms, conditions, and pricing set forth in this Quotation Estimate for the engagement of the Economist in Senegal Dakar. This signature constitutes a binding agreement between the parties.
