The Economist will be responsible for conducting in-depth economic analysis, forecasting regional GDP growth, evaluating the impact of proposed municipal and provincial policy interventions, and producing actionable strategic reports for the client's decision-making processes.

The scope of this Quotation Estimate covers a twelve-month engagement period commencing 1 September 2025 and concluding 31 August 2026. All services will be rendered primarily from our offices in Cape Town Central, with periodic site visits to the client's premises in the Southern Suburbs of South Africa Cape Town as required.

The Economist engaged under this Quotation Estimate shall hold a minimum of a Master's degree in Economics (MCom or MSc) from a recognised South African university, with a minimum of eight (8) years of post-qualification experience in public-sector economic analysis. The Economist will perform the following duties:

• Prepare quarterly macroeconomic outlook reports specific to the South Africa Cape Town economy, including analysis of unemployment, inflation, trade balances, and foreign direct investment flows.
• Conduct cost-benefit analyses for proposed infrastructure projects, urban development initiatives, and social welfare programmes within the Cape Town municipal boundary.
• Model the economic impact of climate-related policy changes on the tourism, agriculture, and fishing sectors of South Africa Cape Town.
• Provide expert testimony and written submissions to the Western Cape Provincial Legislature on matters of economic policy.
• Deliver two (2) in-person briefing sessions per quarter to the client's executive committee, presenting findings and recommendations.
• Maintain and update a dynamic economic database covering all 22 local municipalities in the Western Cape Province.

Payment for the services outlined in this Quotation Estimate shall be made on a monthly basis, in arrears, within thirty (30) days of receipt of a valid tax invoice. The monthly instalment amount, inclusive of VAT, shall be ZAR 178,627.58. The client may elect to pay in full within fourteen (14) days of acceptance of this Quotation Estimate, in which case a 2% early-payment discount shall apply to the subtotal (excl. VAT).

• 5.1 This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Thereafter, pricing may be subject to revision based on prevailing economic conditions in South Africa Cape Town.
• 5.2 The Economist shall be bound by the Protection of Personal Information Act (POPIA), 2013, and all data collected during the engagement shall be treated as confidential.
• 5.3 All deliverables, reports, and models produced under this Quotation Estimate shall become the intellectual property of the client upon full payment.
• 5.4 The client reserves the right to terminate the engagement with thirty (30) days' written notice. In such an event, the client shall be liable for all services rendered up to the termination date.
• 5.5 Any disputes arising from this Quotation Estimate shall be resolved through mediation in Cape Town, South Africa, in accordance with the rules of the Arbitration Foundation of Southern Africa (AFSA).
• 5.6 The Economist shall comply with all applicable South African labour laws, including the Basic Conditions of Employment Act and the Labour Relations Act.
• 5.7 This Quotation Estimate does not constitute a binding contract until countersigned by both parties and a formal Service Level Agreement (SLA) is executed.
