Thank you for your request for a Quotation Estimate for the engagement of a senior Economist to provide macroeconomic analysis, policy advisory, and fiscal modelling services in Uganda Kampala. Kampala Economic Advisory & Research Ltd. is pleased to submit this detailed Quotation Estimate outlining the scope, deliverables, and associated costs for the proposed Economist engagement. This Quotation Estimate has been prepared specifically for deployment within the Uganda Kampala metropolitan area and its surrounding economic zones, ensuring full compliance with the National Planning Authority guidelines and the Public Procurement and Disposal of Public Assets Act (PPDPA) of Uganda.
The Economist proposed for this engagement holds a Doctorate in Development Economics from Makerere University, Kampala, with over fifteen years of experience in macroeconomic policy formulation, trade analysis, and fiscal sustainability assessment. The Economist will be based in Uganda Kampala and will operate primarily from the client's offices in the Central Business District, with periodic fieldwork across the Kampala Capital City Metropolitan Area and selected districts as required by the project scope.
The Economist shall perform the following duties as part of this Quotation Estimate:
- Conduct comprehensive macroeconomic forecasting and GDP growth modelling for the Uganda Kampala region and the national economy.
- Prepare quarterly economic outlook reports and annual budget support analyses for the Ministry.
- Provide technical advisory on trade policy, tariff reform, and regional integration within the East African Community (EAC) framework.
- Develop and maintain econometric models for inflation, exchange rate, and public debt sustainability analysis.
- Support the formulation of the National Development Plan (NDP III) economic chapters.
- Present findings and policy recommendations to the Cabinet Economic Committee and parliamentary select committees in Uganda Kampala.
- Mentor junior analysts and coordinate with the Bank of Uganda, Uganda Revenue Authority, and the National Bureau of Statistics.

In words: Four Hundred and Thirty-Six Million Ugandan Shillings only.
This Quotation Estimate is structured for payment in three equal instalments: 40% upon contract signature and commencement of the Economist's duties in Uganda Kampala; 30% upon delivery of the mid-term progress report (Month 6); and 30% upon final project completion and acceptance of all deliverables. All payments shall be made via bank transfer to the account of Kampala Economic Advisory & Research Ltd. at Stanbic Bank, Kampala Branch, Uganda.
- This Quotation Estimate is valid for a period of ninety (90) days from the date of issue. Beyond this period, all costs are subject to revision based on prevailing exchange rates and market conditions in Uganda Kampala.
- The Economist shall devote a minimum of 90% of professional working hours to the client's engagement. Any additional consultancy work must be pre-approved in writing by the client.
- All intellectual property, reports, models, and data generated by the Economist during the course of this engagement shall remain the sole property of the client, Ministry of Finance, Planning and Economic Development, Uganda.
- The Economist is bound by strict confidentiality obligations in accordance with the Uganda Data Protection and Privacy Act, 2019. All sensitive fiscal and economic data handled in Uganda Kampala shall be stored on encrypted, government-approved systems.
- Either party may terminate this engagement with thirty (30) days' written notice. In the event of early termination, the client shall be liable for all services rendered up to the date of termination as itemised in this Quotation Estimate.
- This Quotation Estimate does not constitute a binding contract until formally accepted in writing by both parties and countersigned by the authorised signatories below.
- All disputes arising from this engagement shall be resolved through arbitration in Uganda Kampala in accordance with the Arbitration Act of Uganda.
