This Quotation Estimate is issued by Meridian Economic Advisory Ltd. to provide a comprehensive and itemised financial proposal for the engagement of a qualified Economist to deliver strategic economic advisory services within the United Kingdom Manchester metropolitan area. The scope of work encompasses macroeconomic analysis, regional labour market forecasting, fiscal policy modelling, and the preparation of evidence-based recommendations to support the North West Regional Development Board in its planning and investment decisions for the Greater Manchester Economic Zone.

The Economist engaged under this Quotation Estimate shall hold a minimum of a Master's degree in Economics or a related quantitative discipline, possess at least eight years of professional experience in regional economic analysis, and demonstrate a thorough understanding of the specific economic conditions, industrial base, and demographic trends characteristic of United Kingdom Manchester and the wider North West region.

The Economist will be responsible for the following deliverables throughout the engagement period in United Kingdom Manchester:

Production of a quarterly regional economic outlook report covering GDP growth projections, inflation trends, employment statistics, and sectoral performance indicators specific to the Manchester metropolitan area.
Development of a comprehensive labour market analysis for United Kingdom Manchester, including skills gap assessments, wage trajectory modelling, and migration flow projections for the 2025–2030 period.
Preparation of fiscal impact assessments for proposed infrastructure investments, including the Northern Powerhouse rail enhancements and the Manchester Airport expansion project.
Conduct of at least four (4) stakeholder consultation workshops with local business leaders, academic institutions, and public sector representatives across the United Kingdom Manchester area.
Delivery of a final strategic economic development report with actionable policy recommendations for the Board's consideration.
Ad-hoc advisory support and availability for urgent economic briefings as required by the Board, not to exceed twenty (20) hours per quarter.

Payment for the services outlined in this Quotation Estimate shall be made in three (3) equal instalments of £56,836.00 (inclusive of VAT), payable within thirty (30) days of invoice date. The first instalment is due upon execution of the contract, the second upon delivery of the mid-term progress report (end of January 2026), and the third upon final acceptance of the strategic economic development report. All payments shall be made by BACS transfer to the account details provided on the invoice. Late payments shall attract interest at a rate of 4% above the Bank of England base rate, in accordance with the Late Payment of Commercial Debts (Interest) Act 1998, as applicable in the United Kingdom.

This Quotation Estimate is valid for thirty (30) days from the date of issue. After this period, all rates and terms are subject to revision without prior notice.
The Economist engaged under this agreement shall comply with all applicable data protection legislation, including the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018, particularly when handling personal data collected during stakeholder consultations in United Kingdom Manchester.
All intellectual property rights in reports, models, and analyses produced under this engagement shall vest in the North West Regional Development Board upon full payment, subject to a non-exclusive licence retained by Meridian Economic Advisory Ltd. for internal reference purposes.
Either party may terminate this agreement with thirty (30) days' written notice. In the event of early termination, fees shall be payable on a pro-rata basis for services rendered up to the termination date.
This Quotation Estimate and the resulting contract shall be governed by and construed in accordance with the laws of England and Wales. Any disputes shall be subject to the exclusive jurisdiction of the courts of United Kingdom Manchester and the wider North West region.
The Economist shall maintain professional indemnity insurance with a minimum cover of £5,000,000 throughout the duration of the engagement.
Confidentiality obligations shall survive the termination of this agreement for a period of five (5) years.

By signing below, the client confirms acceptance of this Quotation Estimate and authorises Meridian Economic Advisory Ltd. to proceed with the engagement of the Economist for the delivery of economic advisory services in United Kingdom Manchester as described herein. This signature constitutes a binding agreement subject to the terms and conditions set out in Section 5 above.
