This Quotation Estimate is issued by Meridian Economic Advisory Group, LLC in response to the formal Request for Proposal (RFP) issued by the Harborview Municipal Development Authority. The purpose of this document is to provide a comprehensive, itemized cost breakdown for the engagement of a qualified Economist to deliver a full-spectrum economic impact assessment, labor market analysis, and long-term fiscal forecasting for the proposed mixed-use development corridor in the borough of Queens, United States New York City. All pricing contained within this Quotation Estimate reflects current market rates for professional Economist services as of the date of issue and is subject to the terms and conditions outlined in Section 7.
The Economist engaged under this Quotation Estimate will perform the following deliverables over a projected twelve-week engagement period:
- Macroeconomic Context Analysis: A detailed review of GDP growth trajectories, inflation indices, and employment statistics specific to the United States New York City metropolitan area, benchmarked against national and global economic indicators.
- Labor Market Impact Modeling: Quantitative assessment of job creation, wage displacement, and skill-demand shifts resulting from the proposed development, utilizing input-output models calibrated to United States New York City Bureau of Labor Statistics data.
- Fiscal Revenue Projections: Multi-year forecasting of property tax, sales tax, and income tax revenue implications for the municipal budget, incorporating sensitivity analyses under three economic scenarios (optimistic, baseline, and recessionary).
- Cost-Benefit Analysis: A rigorous net-present-value calculation of public investment versus projected economic returns, adjusted for the United States New York City cost-of-living index and prevailing interest rates.

Payment for the services described in this Quotation Estimate shall be made in accordance with the following milestone-based schedule:
- Milestone 1 (30%): $34,897.68 – Due upon execution of the Statement of Work and commencement of the Economist engagement.
- Milestone 2 (30%): $34,897.68 – Due upon delivery of the draft Labor Market Impact Model and Fiscal Revenue Projections for client review.
- Milestone 3 (30%): $34,897.68 – Due upon delivery of the final 45-page technical report and completion of all three public presentations in United States New York City.
- Milestone 4 (10%): $11,632.57 – Due upon final acceptance, archival of all data models, and issuance of the Economist's certification of completion.
This Quotation Estimate assumes that the client will provide timely access to all proprietary development plans, zoning documents, and internal financial projections within five (5) business days of the project kickoff. This Quotation Estimate does not include the cost of any additional Economist hours exceeding the 230-hour allocation specified above; any such additional work will be billed at the prevailing hourly rate of $385.00 and requires prior written approval. The Quotation Estimate also excludes the cost of independent third-party peer review by an external Economist not affiliated with Meridian Economic Advisory Group, should the client elect to commission such a review.
This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue, expiring on July 12, 2025. Acceptance of this Quotation Estimate constitutes a binding agreement between Meridian Economic Advisory Group, LLC and the Harborview Municipal Development Authority for the Economist services described herein. To accept, the client shall execute the attached Statement of Work and return a signed copy to the address listed in the header of this document. No work by the Economist shall commence until a fully executed Statement of Work and the Milestone 1 payment have been received.
- All services shall be performed in full compliance with the New York State Education Law, the United States New York City Administrative Code, and applicable federal regulations governing economic consulting and public testimony.
- The Economist shall maintain professional liability insurance with a minimum coverage of $2,000,000 per occurrence, naming the client as an additional insured party.
- All data, models, and reports produced under this engagement shall become the sole property of the client upon full payment. The Economist and Meridian Economic Advisory Group, LLC shall retain the right to reference the engagement in professional portfolios with prior written consent.
- Confidentiality obligations shall survive the termination of this agreement for a period of five (5) years, in accordance with New York State General Obligations Law § 5-330.
- Any dispute arising from this Quotation Estimate or the resulting engagement shall be resolved through binding arbitration in the United States New York City, in accordance with the rules of the American Arbitration Association.
- This Quotation Estimate is governed by the laws of the State of New York, without regard to its conflict-of-law principles.
