This Quotation Estimate is issued by Meridian Editorial Solutions Ltd. (hereinafter referred to as the Editor Service Provider) to Beijing Horizon Media Group Co., Ltd. (hereinafter referred to as the Client) for the provision of comprehensive editorial and content management services to be delivered and utilised at the Client's principal office located in China Beijing, Chaoyang District. The Editor services outlined in this document encompass the full lifecycle of content preparation, linguistic refinement, quality assurance, and final publication support for the Client's multilingual media operations based in Beijing.
The Editor engagement is structured to meet the specific regulatory, linguistic, and cultural requirements of the Chinese market while maintaining international editorial standards. All Editor deliverables will be produced in accordance with the Client's brand guidelines, the applicable content regulations of the Cyberspace Administration of China (CAC), and the industry-specific standards relevant to the Client's media verticals.

All Editor services under this Quotation Estimate shall be delivered primarily at the Client's designated facility in China Beijing, No. 66 Jianguo Road, Chaoyang District. The Editor Service Provider shall assign a dedicated team of no fewer than eight (8) qualified editors, linguists, and technical specialists who will operate from the Beijing office during standard business hours (Monday to Friday, 09:00–18:00 CST). Remote collaboration tools and the MeridianEditor Pro Suite will be configured to ensure seamless integration with the Client's existing content management infrastructure in Beijing.
The initial deployment and onboarding of the Editor team in Beijing shall commence within fifteen (15) business days of contract execution. A full operational readiness review will be conducted at the end of the first month to confirm that all Editor workflows, quality assurance protocols, and compliance checkpoints are functioning in alignment with the Client's operational requirements in the Beijing market.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Prices are quoted in Chinese Yuan (CNY) and are inclusive of all applicable local taxes in Beijing unless otherwise stated.
- Payment terms: 40% advance payment upon contract signing; 30% upon completion of the first quarter of Editor services; 30% upon successful completion of the full 12-month engagement. All payments shall be made via bank transfer to the account designated by the Editor Service Provider.
- The Editor Service Provider warrants that all editorial work will be performed by qualified, vetted professionals and will conform to the highest standards of linguistic accuracy, cultural sensitivity, and regulatory compliance applicable in China Beijing.
- Intellectual property rights in all final Editor deliverables shall vest in the Client upon full payment. The Editor Service Provider retains the right to use anonymised, non-identifiable process data for internal quality improvement purposes.
- Either party may terminate this engagement with sixty (60) days' written notice. In the event of early termination, the Client shall be liable for all Editor services rendered up to the termination date plus a 10% administrative fee.
- All disputes arising from this Quotation Estimate and the resulting contract shall be governed by the laws of the People's Republic of China and shall be resolved through arbitration at the Beijing Arbitration Commission (BAC) in accordance with its then-current rules.
- This Quotation Estimate does not constitute a binding contract until a formal service agreement is executed by both parties. The Editor Service Provider reserves the right to revise pricing if the scope of Editor services is materially altered by mutual written agreement.
By signing below, the Client acknowledges receipt of this Quotation Estimate for Editor services in China Beijing and confirms that the scope, pricing, and terms set forth herein are acceptable. This signature authorises the Editor Service Provider to proceed with the preparation of a formal service agreement for execution.
