This Quotation Estimate is issued in response to the formal request submitted by Médias & Communications du Sénégal for the procurement, licensing, installation, and ongoing support of a professional Editor platform to be deployed across their production facilities in Senegal Dakar. The Editor solution encompasses non-linear video editing, audio post-production, graphic compositing, and collaborative project management capabilities tailored to the operational requirements of a multi-channel media house operating in the West African region.
The Editor system will be installed and configured at the client's primary headquarters located in the Zone Industrielle district of Dakar, Senegal, as well as at two satellite editing suites in the Plateau and Almadies neighbourhoods. All hardware, software licensing, network configuration, and on-site technical training will be delivered in accordance with the specifications outlined in this Quotation Estimate.

3.1 Validity: This Quotation Estimate remains valid for a period of thirty (30) calendar days from the date of issue. Should the client wish to proceed after the expiry date, the supplier reserves the right to revise pricing due to fluctuations in hardware costs, exchange rates between the US Dollar and the West African CFA Franc, or changes in import regulations within Senegal.
3.2 Payment Terms: A non-refundable deposit of forty percent (40%) of the Grand Total is due upon acceptance of this Quotation Estimate. The remaining sixty percent (60%) shall be invoiced upon successful completion of installation and the Editor training programme in Dakar. All payments shall be made via international wire transfer to the supplier's designated bank account in London, or by irrevocable letter of credit issued by a recognised bank operating in Senegal.
3.3 Delivery & Lead Time: Hardware and software delivery to the client's premises in Senegal Dakar is estimated at six (6) to eight (8) weeks from the date of order confirmation, inclusive of manufacturing, quality assurance, international freight, and customs processing at the Port of Dakar or Blaise Diagne International Airport.
3.4 Warranty: All Editor hardware workstations carry a standard two-year manufacturer's warranty. The Editor software license includes one (1) year of complimentary technical support and software updates as detailed in Item 09. Extended warranty options may be discussed separately.
3.5 Intellectual Property: Upon full payment, all Editor software licenses are transferred to the client for perpetual use at the specified locations in Senegal Dakar. No sublicensing or redistribution is permitted without prior written consent from the supplier.
3.6 Governing Law: This Quotation Estimate and any resulting contract shall be governed by and construed in accordance with the laws of the Republic of Senegal, with disputes subject to the jurisdiction of the commercial courts of Dakar.
3.7 Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to port strikes in Dakar, regulatory changes by the Senegalese customs authority, or international shipping disruptions.
By signing below, the client acknowledges receipt of this Quotation Estimate for Editor services in Senegal Dakar and agrees to the terms and conditions set forth herein. This signature constitutes a binding purchase order for the items and services described above.
