1. Scope of Work – Electronics Engineer Services
This Quotation Estimate is issued by Meridian Electronics & Engineering Solutions LLC to provide the services of a qualified and certified Electronics Engineer for the comprehensive upgrade, commissioning, and maintenance of the industrial control room electronics infrastructure located at the client's facility in Jebel Ali, United Arab Emirates Dubai. The scope encompasses the following deliverables:
- Full-site electrical and electronics audit of existing PLC panels, SCADA interfaces, and sensor arrays across three production lines.
- Design and schematic development for the replacement of legacy relay-based control circuits with modern solid-state electronics and programmable logic controllers.
- Procurement coordination for all electronic components, including microcontrollers, signal conditioning modules, isolation transformers, and industrial-grade wiring harnesses compliant with IEC 61508 and UAE ESMA standards.
- On-site installation, wiring, and integration of new electronics hardware by a dedicated Electronics Engineer team of four (4) technicians supervised by a lead Electronics Engineer holding a B.Sc. in Electronics and Electrical Engineering and a valid UAE professional license issued by the Dubai Municipality.
- Commissioning, calibration, and functional testing of all installed systems, including loop testing, signal verification, and fail-safe redundancy checks.
- Preparation of as-built documentation, wiring diagrams, test reports, and a 120-page operations and maintenance manual in both English and Arabic.
- Two (2) on-site training sessions (8 hours each) for the client's operations staff on the operation, troubleshooting, and preventive maintenance of the upgraded electronics systems.
- Post-commissioning support: 90 days of remote and on-call Electronics Engineer support for defect resolution and performance optimization.

All amounts are quoted in United Arab Emirates Dirhams (AED). The 5% Value Added Tax (VAT) is applied in accordance with the Federal Tax Authority regulations of the United Arab Emirates. This Quotation Estimate does not include the cost of third-party electronic components and hardware, which will be procured directly by the client at market rates.
3. Payment Terms
- 30% Advance Payment (AED 63,378.00) upon acceptance of this Quotation Estimate and execution of the service agreement.
- 40% Progress Payment (AED 84,504.00) upon completion of on-site installation and integration (Milestone 3).
- 30% Final Payment (AED 63,378.00) upon successful commissioning, handover of documentation, and completion of training sessions.
- All payments shall be made via bank transfer to the company's designated account at Emirates NBD, Dubai, United Arab Emirates. Invoices are payable within 14 calendar days of receipt.
4. Terms and Conditions
- This Quotation Estimate is valid for 30 days from the date of issue. Any work commenced after the expiry date is subject to re-pricing.
- The Electronics Engineer services shall be performed in strict compliance with the UAE Electrical and Electronic Equipment Regulations, Dubai Municipality codes, and applicable IEC international standards.
- The client shall provide safe access to the work area, necessary permits, and coordination with site safety officers as required by the United Arab Emirates occupational health and safety regulations.
- Any changes to the scope of work beyond the items listed in Section 1 shall be subject to a supplementary Quotation Estimate and written approval from both parties.
- Meridian Electronics & Engineering Solutions LLC shall maintain professional indemnity and public liability insurance with a minimum coverage of AED 5,000,000 throughout the duration of the project.
- Disputes arising from this Quotation Estimate or the resulting service agreement shall be resolved through arbitration in Dubai, United Arab Emirates, in accordance with the rules of the Dubai International Arbitration Centre (DIAC).
- This Quotation Estimate does not constitute a binding contract until a formal service agreement is executed by both parties.
