1. Introduction and Purpose of This Quotation Estimate

This Quotation Estimate document is formally issued to provide a comprehensive and itemized financial projection for the engagement of a qualified Environmental Engineer to deliver specialized environmental consulting, compliance, and remediation services within the jurisdiction of China Beijing. The scope of work outlined herein has been carefully tailored to meet the regulatory requirements established by the Ministry of Ecology and Environment of the People's Republic of China, as well as the specific operational needs of the client's industrial facilities located in the Haidian District of China Beijing.

The Environmental Engineer referenced in this Quotation Estimate holds a valid professional license issued by the Chinese Association of Environmental Engineers and possesses over fifteen years of field experience in industrial environmental management, air quality assessment, wastewater treatment system design, and soil contamination remediation. All services described in this Quotation Estimate are to be performed in strict accordance with the Environmental Protection Law of the People's Republic of China (2015 revision) and applicable local ordinances specific to the Beijing municipal administrative region.

2. Scope of Services – Environmental Engineer Engagement

The Environmental Engineer shall perform the following duties as part of this Quotation Estimate engagement:

  • Environmental Impact Assessment (EIA): Conduct a full-scope EIA for the proposed expansion of the client's manufacturing facility in China Beijing, including baseline environmental data collection, impact modeling, and mitigation strategy development in compliance with GB 18599-2020 standards.
  • Air Quality Monitoring and Reporting: Deploy and operate continuous emission monitoring systems (CEMS) at the facility perimeter, generate quarterly air quality reports, and ensure compliance with Beijing's local air quality index (AQI) thresholds as mandated by the Beijing Municipal Environmental Protection Bureau.
  • Wastewater Treatment System Audit: Perform a comprehensive audit of the existing wastewater treatment infrastructure, identify non-compliance gaps, and submit a corrective action plan to the China Beijing water authority within thirty (30) calendar days of project commencement.
  • Soil and Groundwater Investigation: Execute Phase I and Phase II environmental site assessments for the 12,000 square meter parcel of land adjacent to the client's primary operations in China Beijing, utilizing sampling protocols aligned with HJ 25.1-2019 technical guidelines.
  • Regulatory Liaison and Permitting: Act as the designated Environmental Engineer representative in all communications with the Beijing Municipal Development and Reform Commission, the Haidian District Environmental Protection Division, and other relevant governmental bodies in China Beijing to secure, renew, or modify environmental permits.
  • Annual Environmental Compliance Review: Deliver a yearly compliance audit report covering all environmental permits, discharge quotas, waste management records, and emergency response protocols applicable to the client's operations in China Beijing.

4. Payment Terms and Schedule

As stipulated in this Quotation Estimate, payment shall be structured as follows: thirty percent (30%) of the total contract value shall be due upon execution of the service agreement; forty percent (40%) shall be payable upon successful delivery and client acceptance of the Environmental Impact Assessment report and the Wastewater Treatment System Audit; and the remaining thirty percent (30%) shall be disbursed in equal monthly installments over the final four months of the engagement period. All payments are to be remitted via bank transfer to the account designated by the Environmental Engineer's registered firm in China Beijing. Late payments shall accrue interest at a rate of 0.05% per calendar day in accordance with standard commercial practice in the People's Republic of China.

5. Assumptions and Exclusions

This Quotation Estimate assumes that the client will provide timely access to all relevant facility areas, historical environmental data, and operational records located in China Beijing. The Quotation Estimate does not include the cost of physical remediation works, capital equipment procurement, or third-party laboratory certifications beyond the sampling and analysis fees listed in Item 07. Any scope expansion beyond the services enumerated in Section 2 shall be subject to a supplementary Quotation Estimate issued by the Environmental Engineer prior to commencement of additional work.

6. Terms and Conditions

  • This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Upon expiration, pricing may be revised to reflect current market conditions in China Beijing.
  • The Environmental Engineer reserves the right to assign qualified sub-consultants for specialized laboratory or modeling tasks, provided the primary Environmental Engineer retains full professional oversight and accountability.
  • All deliverables, reports, and data generated under this Quotation Estimate shall remain the intellectual property of the client upon full payment, subject to the Environmental Engineer's right to reference the project in professional portfolios and case studies.
  • Disputes arising from this Quotation Estimate shall be resolved through arbitration under the China International Economic and Trade Arbitration Commission (CIETAC) in Beijing, in accordance with its then-current arbitration rules.
  • Force majeure events, including but not limited to natural disasters, government-mandated shutdowns, or public health emergencies affecting operations in China Beijing, shall suspend performance obligations without penalty to either party.

7. Acceptance and Authorization

By signing below, the client acknowledges receipt of this Quotation Estimate, confirms that the scope of Environmental Engineer services described herein meets the operational and regulatory requirements of the project in China Beijing, and authorizes the commencement of work upon execution of the formal service agreement.
