Quotation Estimate No. GSEC/2025/ENV/0472This Quotation Estimate is issued by GreenScape Environmental Consulting Pvt. Ltd. in response to the formal request for proposal received from M/s. Coastal Infrastructure Developers Ltd. The purpose of this document is to provide a comprehensive, itemized cost breakdown for the engagement of a qualified Environmental Engineer and associated environmental compliance services for the proposed coastal residential and commercial development project situated in the Bandra–Kurla Complex corridor, India Mumbai. This Quotation Estimate covers all professional fees, fieldwork expenses, laboratory analysis charges, regulatory liaison costs, and reporting deliverables required to ensure full compliance with the Central Pollution Control Board (CPCB), Maharashtra State Pollution Control Board (MSPCB), and the Ministry of Environment, Forest and Climate Change (MoEFCC) guidelines applicable within the India Mumbai jurisdiction.
The Environmental Engineer engaged under this Quotation Estimate shall be a Chartered Engineer (CE) with a minimum of ten (10) years of post-qualification experience in environmental impact assessment, pollution control, and ecological restoration. The scope of work for the Environmental Engineer in India Mumbai includes, but is not limited to, the following activities:
- Preparation of a detailed Environmental Impact Assessment (EIA) report in compliance with the EIA Notification 2006 (as amended) and MSPCB guidelines specific to the India Mumbai coastal zone.
- Baseline environmental monitoring including ambient air quality (PM2.5, PM10, SO₂, NO₂, CO, O₃), surface water and groundwater quality, noise levels, and soil contamination profiling across the project site in India Mumbai.
- Ecological survey and biodiversity mapping of the coastal wetland and mangrove buffer zone adjacent to the development parcel.
- Design and specification of Effluent Treatment Plant (ETP), Sewage Treatment Plant (STP), and Stormwater Management System in alignment with CPCB discharge standards.
- Preparation of the Environmental Management Plan (EMP) and Construction Phase Environmental Monitoring Plan (CPEMP).
- Liaison with MSPCB, Mumbai Municipal Corporation (BMC), and the Coastal Regulation Zone (CRZ) authority for obtaining Environmental Clearance (EC) and CRZ permission for the project in India Mumbai.
- Submission of the Environmental Clearance application, public hearing coordination, and post-clearance compliance monitoring for a period of two (2) years.

Payment against this Quotation Estimate shall be made in the following milestones: 30% advance upon signing of the engagement letter; 25% upon submission of the draft EIA report for client review; 25% upon successful grant of Environmental Clearance by the competent authority in India Mumbai; and the remaining 20% in equal quarterly installments during the two-year post-clearance compliance monitoring period. All payments shall be made via NEFT/RTGS to the bank account of GreenScape Environmental Consulting Pvt. Ltd., Mumbai, India.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, rates may be revised to reflect changes in regulatory fees, laboratory costs, or market conditions in India Mumbai.
- The Environmental Engineer named under this engagement shall not be substituted without prior written consent of the client. Any replacement must hold equivalent or superior qualifications and experience.
- All deliverables, including the EIA report, EMP, CPEMP, and compliance reports, shall be submitted in both hard copy (5 sets) and digital format (PDF & editable) to the client and the relevant regulatory authorities in India Mumbai.
- The client shall provide timely access to the project site, existing drawings, and all necessary documentation. Delays caused by the client beyond seven (7) working days shall result in a proportional extension of the project timeline.
- This Quotation Estimate does not include statutory government fees, CRZ authority charges, or any third-party approval costs levied by the Government of Maharashtra or the Government of India, which shall be borne directly by the client.
- Confidentiality: All data, site information, and project details shared under this engagement shall be treated as strictly confidential by the Environmental Engineer and the consulting firm for a period of five (5) years.
- Disputes arising from this Quotation Estimate shall be resolved through arbitration in Mumbai, Maharashtra, India, in accordance with the Arbitration and Conciliation Act, 1996.
- Force majeure events, including but not limited to natural disasters, government-imposed lockdowns, or regulatory moratoriums affecting the India Mumbai region, shall relieve both parties from performance obligations for the duration of such events.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the scope, rates, and terms outlined herein for the engagement of the Environmental Engineer and associated services for the project located in India Mumbai.
