This Quotation Estimate is issued by GreenSolutions Environmental Consulting Co. in response to the formal request for proposal submitted by the Baghdad Municipal Development Authority. The scope of work outlined herein pertains to the provision of a qualified Environmental Engineer and a supporting technical team to conduct comprehensive environmental impact assessments, pollution monitoring, and regulatory compliance audits across multiple municipal zones in Iraq Baghdad. All pricing, deliverables, and timelines presented in this document are binding for the validity period stated above.
1. Scope of Services – Environmental Engineer EngagementThe primary objective of this engagement is to deploy a senior Environmental Engineer with a minimum of fifteen (15) years of professional experience in industrial and municipal environmental management. The Environmental Engineer shall be responsible for the following activities within the Iraq Baghdad metropolitan area:
- Conducting a full Environmental Impact Assessment (EIA) for the proposed Al-Karrada wastewater treatment expansion project, in compliance with the Iraqi Environmental Protection Authority (EPA) regulations and the 2015 Iraqi Environmental Law No. 27.
- Performing quarterly air quality monitoring at twelve (12) fixed stations distributed across Al-Mansour, Al-Karrada, and Al-Rusafa districts in Iraq Baghdad, measuring PM2.5, PM10, SO₂, NO₂, CO, and O₃ concentrations.
- Executing soil and groundwater contamination surveys at four (4) former industrial sites in the southern industrial corridor of Iraq Baghdad, including laboratory analysis of heavy metals, hydrocarbons, and volatile organic compounds.
- Preparing a Municipal Solid Waste Management Plan for the city of Baghdad, including waste characterization studies, landfill capacity assessments, and a 10-year waste diversion roadmap.
- Providing regulatory compliance audits for a minimum of twenty (20) industrial facilities operating in Iraq Baghdad, verifying adherence to discharge permit conditions and emission standards.
- Delivering two (2) capacity-building workshops for municipal environmental officers on monitoring protocols, data reporting, and the use of GIS-based environmental management tools.

- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period requires written reconfirmation of pricing by GreenSolutions Environmental Consulting Co.
- Payment terms: 30% advance mobilization payment upon contract signature; 40% upon completion of Phase 2 deliverables; 30% upon final acceptance of all reports and the handover meeting in Iraq Baghdad.
- All invoices shall be issued in United States Dollars (USD). Payment shall be made via bank transfer to the account specified in the contract annex within fifteen (15) business days of invoice receipt.
- The Environmental Engineer and all supporting personnel shall comply with all applicable Iraqi federal and Baghdad municipal regulations, including work permits, safety protocols, and data protection requirements.
- Any change in scope, additional monitoring stations, or extended fieldwork beyond the parameters defined in this Quotation Estimate shall be subject to a formal change order and a revised cost schedule agreed upon by both parties.
- Intellectual property rights for all reports, data sets, and plans produced under this engagement shall vest in the Baghdad Municipal Development Authority upon full payment. GreenSolutions retains the right to reference the project in professional portfolios with client written consent.
- Force majeure events, including but not limited to civil unrest, natural disasters, or government-imposed restrictions in Iraq Baghdad, shall suspend project timelines without penalty to either party.
- Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through amicable negotiation, failing which they shall be referred to arbitration under the rules of the Iraqi Chamber of Commerce in Baghdad.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the scope, pricing, and terms outlined herein for the engagement of the Environmental Engineer and associated services in Iraq Baghdad.
