This Quotation Estimate is issued by GreenScape Environmental Consulting Co., Ltd. to formally present the scope, schedule, and cost breakdown for the engagement of a senior Environmental Engineer to deliver comprehensive environmental assessment and remediation services within the Japan Tokyo metropolitan area. This document serves as the binding financial proposal upon which both parties may negotiate and finalize a service agreement. All figures presented in this Quotation Estimate are quoted in Japanese Yen (JPY) and are subject to the terms and conditions outlined in Section 7.
The Environmental Engineer engaged under this Quotation Estimate shall perform the following duties across designated sites in Japan Tokyo, including but not limited to the Chiyoda, Minato, and Shinjuku wards:
- Conduct a full Phase I and Phase II Environmental Site Assessment (ESA) covering soil, groundwater, and surface water sampling at twelve (12) identified monitoring points throughout the Japan Tokyo project corridor.
- Prepare a detailed Environmental Impact Assessment (EIA) report in compliance with the Japanese Environmental Impact Assessment Act (Act No. 54 of 1972) and all applicable Tokyo Metropolitan Government ordinances.
- Design and oversee the implementation of a groundwater contamination remediation plan, including installation of pump-and-treat systems and in-situ chemical oxidation (ISCO) protocols.
- Perform quarterly air quality monitoring in accordance with the Air Pollution Control Act, with particular attention to particulate matter (PM2.5), nitrogen oxides (NOx), and volatile organic compounds (VOCs) prevalent in the Japan Tokyo urban environment.
- Coordinate with the Tokyo Metropolitan Bureau of Industry and Commerce (TBIC) and the Ministry of the Environment to ensure all regulatory filings and permits are submitted on schedule.
- Deliver a final Environmental Engineer's certification report confirming that all remediation targets have been met and the site is cleared for subsequent development activities in Japan Tokyo.

* All amounts are exclusive of any third-party equipment procurement costs exceeding JPY 500,000 per item, which will be itemized separately in a supplementary Quotation Estimate if required.
Payment against this Quotation Estimate shall be made in four (4) installments aligned with project milestones: 25% upon contract execution, 30% upon completion of Phase 2 (EIA approval), 30% upon completion of Phase 3 (system installation), and the remaining 15% upon delivery of the final Environmental Engineer certification report. Invoices are payable within thirty (30) days of receipt via bank transfer to the account designated by GreenScape Environmental Consulting Co., Ltd.
- This Quotation Estimate assumes standard working conditions in Japan Tokyo and does not account for force majeure events including typhoons, earthquakes, or government-mandated site closures.
- The Environmental Engineer's scope is limited to the twelve monitoring points specified in Annex A. Any additional sites will be subject to a revised Quotation Estimate.
- Costs for construction of permanent infrastructure (e.g., treatment plant buildings) are excluded and must be procured separately by the client.
- All laboratory analyses will be conducted at JIS-certified facilities located within the Japan Tokyo metropolitan area to minimize sample transit time.
This Quotation Estimate is valid for sixty (60) calendar days from the date of issue. Upon acceptance, it shall form part of the master service agreement between the parties. The Environmental Engineer and all support personnel shall comply with the Japanese Labor Standards Act, the Occupational Safety and Health Act, and all applicable Tokyo Metropolitan safety regulations. Intellectual property rights in all reports, data sets, and designs produced under this engagement shall vest in the client upon full payment. Disputes arising from this Quotation Estimate shall be resolved through arbitration under the rules of the Japan Commercial Arbitration Association (JCAA) seated in Tokyo.

It is not transferable to other projects or locations without written consent from GreenScape Environmental Consulting Co., Ltd. Any modifications to scope, timeline, or deliverables must be documented in a formal change order signed by both parties.
