This Quotation Estimate is formally issued by GreenSolutions Environmental Consulting Ltd. to provide a comprehensive and itemized financial proposal for the engagement of a qualified Environmental Engineer to deliver specialized environmental impact assessment, compliance monitoring, and remediation advisory services within the Nigeria Lagos metropolitan area. This document outlines the full scope of professional services, associated costs, project timelines, and contractual terms governing the engagement. The Environmental Engineer services described herein are tailored to meet the regulatory requirements of the Lagos State Environmental Protection Agency (LASEPA) and the Federal Ministry of Environment of Nigeria.
The Environmental Engineer engaged under this Quotation Estimate shall perform the following duties across designated project sites in Nigeria Lagos, including but not limited to the Lekki Free Trade Zone, the Apapa Port Corridor, and the Ikorodu Industrial Estate:
- Conduct a full Environmental Impact Assessment (EIA) for the proposed 12-hectare mixed-use development in Victoria Island, Nigeria Lagos, in compliance with the National Environmental Standards and Regulations Enforcement Agency (NESREA) guidelines.
- Perform baseline air quality monitoring (PM2.5, PM10, SO₂, NOₓ, CO) at six (6) strategic monitoring stations across the Nigeria Lagos project perimeter over a continuous 90-day period.
- Execute soil and groundwater contamination profiling using X-ray fluorescence (XRF) and laboratory analysis at 24 borehole locations.
- Develop a Site-Specific Environmental Management Plan (EMP) and a Spill Prevention, Control, and Countermeasure (SPCC) plan for the Nigeria Lagos industrial operations.
- Provide quarterly compliance audits and prepare statutory environmental reporting to LASEPA and the Lagos State Ministry of Environment.
- Advise on waste minimization strategies, stormwater management, and noise abatement measures specific to the dense urban environment of Nigeria Lagos.
- Coordinate with local communities and stakeholders in the Nigeria Lagos area to address environmental grievances and ensure public participation as mandated by Nigerian environmental law.

Payment for the services outlined in this Quotation Estimate shall be made in the following tranches: 30% upon execution of the service agreement, 40% upon successful completion of the EIA and submission of the EMP to LASEPA, and the remaining 30% upon final project handover and acceptance of all deliverables. All payments shall be made in Nigerian Naira (NGN) via bank transfer to the account of GreenSolutions Environmental Consulting Ltd. at Zenith Bank, Lagos Mainland Branch, Nigeria Lagos.
5.1 This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Nigeria Lagos.
5.2 The Environmental Engineer assigned to this project shall hold a valid registration with the Council for the Regulation of Engineering in Nigeria (COREN) and a minimum of ten (10) years of post-qualification experience in environmental consulting within the Nigeria Lagos region.
5.3 All environmental data collected and reports generated under this engagement shall remain the intellectual property of the client. The Environmental Engineer shall not disclose project-specific information to third parties without written consent.
5.4 The client shall provide reasonable access to all project sites within Nigeria Lagos, including the Lekki Free Trade Zone and Apapa Port Corridor, and shall facilitate all necessary permits and clearances required for fieldwork.
5.5 Any variation in scope beyond what is described in this Quotation Estimate shall be subject to a supplementary quotation and mutual written agreement before additional work commences.
5.6 Disputes arising from this engagement shall be resolved through arbitration in accordance with the Arbitration and Conciliation Act (Cap A18, LFN 2004), with the seat of arbitration in Nigeria Lagos.
Note: This Quotation Estimate does not include costs for third-party laboratory accreditation fees, government permit processing charges, or any remediation works that may be recommended following the Environmental Engineer's assessment.
