This Quotation Estimate is issued by Meridian Environmental Consulting Group, LLC (hereinafter referred to as "the Consultant") to Lakefront Development Partners, Inc. (hereinafter referred to as "the Client") in connection with the provision of comprehensive Environmental Engineer services for the above-referenced industrial site located in United States Chicago. This document outlines the scope of work, professional fees, project timeline, and all applicable terms governing the engagement. The Quotation Estimate is prepared in accordance with the standards of the American Society of Civil Engineers (ASCE) and complies with all applicable regulations set forth by the Illinois Environmental Protection Agency (IEPA) and the United States Environmental Protection Agency (EPA).

The Environmental Engineer services proposed under this Quotation Estimate encompass the following deliverables and professional activities:

2.1 Phase I & Phase II Environmental Site Assessment

A thorough Phase I Environmental Site Assessment (ESA) in compliance with ASTM E1527-21 standards, followed by a Phase II ESA including soil and groundwater sampling at a minimum of twelve (12) monitoring locations across the 4.2-acre site in United States Chicago. All sampling will be conducted in accordance with IEPA and EPA protocols.

2.2 Remediation Design & Engineering

Development of a comprehensive remediation engineering plan, including but not limited to: soil excavation and off-site disposal specifications, in-situ chemical oxidation (ISCO) design, groundwater pump-and-treat system engineering, and vapor mitigation system design. The Environmental Engineer will prepare all construction drawings, specifications, and technical reports required for IEPA permit submission.

2.3 Regulatory Compliance & Permitting

Preparation and submission of all necessary permits to the Illinois EPA, the United States EPA Region 5 office, and the City of Chicago Department of Buildings. This includes the preparation of a Remedial Action Plan (RAP) and coordination with the Illinois State Pollutant Discharge Elimination System (IL-SPDES) program.

2.4 Construction Phase Environmental Oversight

On-site Environmental Engineer supervision during the active remediation phase, including weekly progress reports, quality assurance/quality control (QA/QC) sampling, and monthly compliance reporting to regulatory authorities.

2.5 Post-Remediation Verification & Closure

Conduct of post-remediation verification sampling, preparation of the final Remediation Completion Report, and coordination with IEPA for formal site closure and issuance of a No Further Action (NFA) letter.

Note: The above Quotation Estimate does not include third-party laboratory analysis costs, off-site disposal fees, or construction costs, which will be billed directly to the Client at actual cost. All fees are exclusive of applicable Illinois state and federal taxes. Travel expenses within the City of Chicago and Cook County are included; travel beyond a 50-mile radius of downtown Chicago will be billed at $0.85 per mile plus lodging at actual cost.

The total estimated project duration from mobilization to site closure is approximately 52 weeks (13 months), subject to regulatory review timelines and weather conditions typical of the United States Chicago climate. A detailed Gantt chart will be provided upon execution of the contract.

Payment shall be made in accordance with the following schedule: 20% upon contract execution, 25% upon completion of Phase II ESA, 25% upon approval of the Remediation Design, 15% upon completion of construction oversight, and 15% upon issuance of the NFA letter. Invoices are due within thirty (30) days of receipt. Late payments shall accrue interest at 1.5% per month.

This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Acceptance of this Quotation Estimate constitutes a binding agreement between the parties. The Environmental Engineer services shall be performed in a professional and workmanlike manner consistent with the standards of practice in the State of Illinois. The Consultant shall maintain professional liability insurance of no less than $2,000,000 per occurrence. This agreement is governed by the laws of the State of Illinois, and any disputes shall be resolved through binding arbitration in Chicago, Illinois, in accordance with the rules of the American Arbitration Association.

By signing below, the Client acknowledges receipt of this Quotation Estimate and authorizes Meridian Environmental Consulting Group, LLC to proceed with the Environmental Engineer services as described herein for the project site located in United States Chicago.
