This Quotation Estimate is formally issued by the undersigned Environmental Engineer to provide a comprehensive, itemized breakdown of professional services required for the environmental compliance and impact assessment project located in Venezuela, Caracas. The purpose of this document is to establish transparent pricing, define the full scope of work, and outline the terms and conditions governing the engagement. All figures presented herein reflect current market rates applicable to environmental consulting services in the Caracas metropolitan area and comply with the regulatory framework established by the Instituto Nacional de Parques (INPARQUES), the Ministerio del Poder Popular para Ecosocialismo y Aguas (MINEA), and the local municipal environmental authority of the Municipio Chacao, Caracas.
The Environmental Engineer engaged under this Quotation Estimate shall perform the following professional activities within the jurisdiction of Venezuela, Caracas:
- Environmental Impact Assessment (EIA): Preparation of a full Environmental Impact Assessment report in accordance with Ley Orgánica del Ambiente (LOA) and its regulatory decrees, covering air quality, water resources, soil contamination, biodiversity, and noise impact analysis for the proposed construction site in the Chacao district of Caracas.
- Regulatory Compliance Review: Audit of existing environmental permits, verification of compliance with MINEA regulations, and preparation of corrective action plans where non-conformities are identified in the current operational status of the facility.
- Waste Management Plan: Design and documentation of a solid and hazardous waste management plan tailored to the specific waste streams generated by the construction and operational phases, ensuring alignment with the municipal waste collection protocols of Caracas.
- Water Quality Monitoring: Establishment of a monitoring program for surface and groundwater resources in the immediate vicinity of the project site, including sampling at a minimum of four (4) points along the local drainage network feeding into the Arroyo El Valle in Caracas.
- Community Engagement and Public Disclosure: Coordination of public information sessions with local residents of the Chacao and Baruta municipalities, preparation of environmental disclosure summaries, and management of community feedback in compliance with Venezuelan environmental law.
- Final Reporting and Permit Submission: Compilation of all technical findings into a final Environmental Impact Assessment report, preparation of the submission package for MINEA and INPARQUES, and representation of the client during the regulatory review process in Caracas.

4.1 Validity: This Quotation Estimate shall remain valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, the Environmental Engineer reserves the right to revise pricing due to changes in material costs, labor rates, or regulatory requirements within Venezuela, Caracas.
4.2 Payment Schedule: Payment shall be structured as follows: 30% upon contract execution, 40% upon completion of the Environmental Impact Assessment fieldwork phase, and 30% upon final delivery and submission of the regulatory package to MINEA in Caracas.
4.3 Project Duration: The estimated duration for full completion of all services outlined in this Quotation Estimate is four (4) calendar months, subject to timely client cooperation and regulatory response times from Venezuelan authorities.
4.4 Intellectual Property: All reports, plans, and technical documents produced by the Environmental Engineer under this engagement shall become the property of the client upon full payment. The Environmental Engineer retains the right to reference the project in professional portfolios with client written consent.
4.5 Governing Law: This Quotation Estimate and any resulting contract shall be governed by the laws of the Bolivarian Republic of Venezuela. Any disputes shall be resolved through arbitration in the city of Caracas in accordance with the rules of the Centro de Arbitraje de la Cámara de Comercio de Caracas.
4.6 Force Majeure: Neither party shall be liable for delays caused by natural disasters, government decrees, or other events beyond reasonable control, as commonly recognized under Venezuelan commercial law.
