This Quotation Estimate has been prepared by Meridian Advisory Group Ltd in response to the request for a qualified Financial Analyst to support the Wellington Regional Health Authority in its financial planning, budgeting, and performance reporting functions. The proposed Financial Analyst will be based in our office in New Zealand Wellington, specifically at 181 Featherston Street, Te Aro, and will operate under the direct supervision of the client's Finance Director. This Quotation Estimate outlines the full scope of services, associated costs, and commercial terms for the engagement period of six (6) months.

The Financial Analyst engaged under this Quotation Estimate will perform the following duties within the New Zealand Wellington office:

Prepare and maintain monthly, quarterly, and annual financial reports in compliance with New Zealand Financial Reporting Standards (NZ IFRS).
Develop and update operational budgets, variance analyses, and forecasting models for the Wellington Regional Health Authority.
Conduct cost-benefit analyses and investment appraisals to support strategic decision-making.
Monitor key performance indicators (KPIs) and produce dashboards for senior leadership.
Assist with the annual audit process, including preparation of schedules and responses to auditor queries.
Provide ad-hoc financial modelling and scenario analysis as directed by the Finance Director.
Ensure all financial data is maintained in accordance with the Privacy Act 2020 and relevant New Zealand regulatory requirements.

The Financial Analyst proposed for this engagement holds a Bachelor of Commerce (Finance) from Victoria University of Wellington, is a Chartered Accountant (CA) with Xero, and possesses over seven (7) years of progressive experience in financial analysis within the New Zealand public sector. The candidate is fully familiar with the New Zealand Wellington regulatory environment, including the requirements of the Office of the Auditor-General and the Public Finance Act 1989. The Financial Analyst will be available for a minimum of 40 hours per week, Monday to Friday, with flexibility for occasional evening or weekend work during month-end and year-end reporting cycles.

This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Should the client wish to proceed beyond this period, a revised Quotation Estimate will be issued reflecting any changes in market rates or resource availability.
All amounts stated in this Quotation Estimate are in New Zealand Dollars (NZD) and are exclusive of Goods and Services Tax (GST) unless otherwise indicated.
Payment terms: 50% of the total contract value is due upon execution of the service agreement; the remaining 50% is payable in equal monthly instalments on the last working day of each calendar month during the engagement period.
The Financial Analyst will be engaged as a contractor of Meridian Advisory Group Ltd and will not be an employee of the client. The Financial Analyst will work from the New Zealand Wellington office at 181 Featherston Street, Te Aro, with access to client systems as required.
Either party may terminate this engagement with fourteen (14) days written notice. In the event of early termination, the client will be invoiced for all services rendered up to the termination date, plus a 10% early termination fee.
Meridian Advisory Group Ltd shall maintain professional indemnity insurance of no less than NZD $10,000,000 and public liability insurance of no less than NZD $20,000,000 for the duration of the engagement.
All work product, reports, and analyses produced by the Financial Analyst during the engagement shall be the intellectual property of the Wellington Regional Health Authority upon full payment.
This Quotation Estimate is governed by the laws of New Zealand. Any disputes arising from this engagement shall be resolved through the Disputes Tribunal in New Zealand Wellington or, failing that, the District Court of Wellington.
The Financial Analyst will comply with all applicable New Zealand employment, tax, and privacy legislation, including the Tax Administration Act 1994 and the Privacy Act 2020.

By signing below, the client acknowledges and accepts this Quotation Estimate for the engagement of a Financial Analyst in New Zealand Wellington under the terms and conditions set out herein.
