This Quotation Estimate is issued by Meridian Earth Sciences & Consulting, LLC, a licensed geological firm operating within the United States New York City metropolitan area, in response to the formal request for professional Geologist services submitted by the Empire State Development Authority. The purpose of this document is to provide a comprehensive, itemized breakdown of all anticipated costs associated with the engagement of a qualified Geologist and supporting field team to conduct subsurface investigation, geotechnical assessment, and environmental geological evaluation for the proposed Hudson River Corridor Infrastructure Project located in Lower Manhattan, United States New York City.
All pricing contained within this Quotation Estimate reflects current market rates for Geologist professional services in the United States New York City region as of June 2025, inclusive of applicable New York State and New York City taxes, travel surcharges, and specialized equipment rental fees.
2. SCOPE OF GEOLIST SERVICES- Phase I — Desktop Geological Review: The assigned Geologist shall conduct a comprehensive review of existing geological surveys, USGS topographic maps, New York City Department of Environmental Protection (DEP) records, and historical borehole data relevant to the project site in the United States New York City area. Deliverable: 25-page geological context report.
- Phase II — Field Investigation and Borehole Drilling: A team led by the principal Geologist shall perform a minimum of twelve (12) rotary boreholes to a depth of 60 feet below ground surface at designated locations across the 14-acre project parcel. Soil and rock sampling, Standard Penetration Tests (SPT), and in-situ permeability testing shall be conducted at each interval.
- Phase III — Laboratory Analysis: All collected samples shall be transported to an NYSDOT-accredited geotechnical laboratory for grain-size analysis, Atterberg limits, unconfined compressive strength testing, and X-ray diffraction mineralogical identification.
- Phase IV — Geohazard and Seismic Assessment: The Geologist shall evaluate the site for liquefaction potential, fault proximity (including the Ramapo Fault Zone), and seismic site classification in accordance with the New York City Building Code (Title 28, Chapter 103) and ASCE 7-22 standards applicable to the United States New York City jurisdiction.
- Phase V — Final Geotechnical Report: A comprehensive 80-page report including stratigraphic columnar logs, geotechnical design parameters, foundation recommendations, groundwater assessment, and environmental geological constraints specific to the United States New York City regulatory framework.

4.1 Validity: This Quotation Estimate shall remain valid for a period of thirty (30) calendar days from the date of issue. After this period, all rates for Geologist professional services and equipment in the United States New York City market are subject to revision.
4.2 Payment Schedule: 30% upon execution of the professional services agreement; 40% upon completion of Phase II fieldwork; 30% upon delivery of the final geotechnical report. All payments are due within thirty (30) days of invoice date.
4.3 Licensing and Compliance: The principal Geologist is duly licensed by the New York State Education Department, Office of the Professions. All work shall comply with New York City Local Law 97 (2023) and applicable federal regulations under the Clean Water Act and NEPA.
4.4 Insurance: Meridian Earth Sciences & Consulting, LLC maintains Professional Liability (E&O) insurance of $5,000,000 per occurrence and General Liability insurance of $2,000,000, both covering operations within the United States New York City jurisdiction.
4.5 Change Orders: Any modification to the scope of Geologist services beyond what is described in this Quotation Estimate shall require a written change order signed by both parties prior to commencement of additional work.
4.6 Dispute Resolution: Any disputes arising from this engagement shall be resolved through binding arbitration in New York County, United States New York City, in accordance with the rules of the American Arbitration Association.
5. ACCEPTANCE AND AUTHORIZATIONBy signing below, the client acknowledges receipt of this Quotation Estimate and authorizes Meridian Earth Sciences & Consulting, LLC to proceed with the engagement of the Geologist team for the described geological services in the United States New York City project area.
