This Quotation Estimate is issued by Al Rayyan Talent Solutions LLC in response to the formal request submitted by Al Noor Industrial Group W.L.L. for the recruitment, placement, and ongoing management of a senior Human Resources Manager to be based in Qatar Doha. This document outlines the complete scope of services, associated costs, payment structure, and contractual terms governing the engagement. The Human Resources Manager engaged under this Quotation Estimate shall be responsible for the full spectrum of human capital management functions within the client's operations in Qatar Doha. The scope of duties includes, but is not limited to:
- Strategic workforce planning, talent acquisition, and succession management aligned with the client's five-year growth objectives in the Qatari market.
- Design, implementation, and continuous improvement of HR policies, employee handbooks, and compliance frameworks in accordance with the Qatar Labour Law (Law No. 14 of 2004) and its amendments.
- Management of the annual performance appraisal cycle, compensation benchmarking, and benefits administration for a workforce of approximately 350 employees across multiple sites in Doha and the surrounding governorates.
- Oversight of employee relations, grievance resolution, disciplinary proceedings, and statutory reporting to the Ministry of Labour and Social Development in Qatar.
- Coordination of visa processing, residency permit renewals, medical fitness examinations, and end-of-service settlement procedures in compliance with Qatari immigration regulations.
- Development and delivery of leadership training programmes, diversity and inclusion initiatives, and organisational development projects tailored to the multicultural workforce in Qatar Doha.
- Monthly and quarterly HR analytics reporting to the Board of Directors, including turnover metrics, headcount forecasting, and labour cost analysis.

Payment for the services described in this Quotation Estimate shall be made via bank transfer to the account of Al Rayyan Talent Solutions LLC, QNB Bank, Doha, Qatar (IBAN: QA12 0101 0000 0000 0000 0000 000). The payment schedule is as follows:
- 30% advance payment (QAR 247,936.50) due within 7 business days of acceptance of this Quotation Estimate.
- Monthly instalments of QAR 28,500.00 (plus applicable VAT) payable on the 5th business day of each calendar month for the duration of the 24-month engagement.
- One-time fees (recruitment, compliance audit, visa processing, onboarding, and contingency) shall be invoiced and settled within 14 days of the respective service delivery milestone.
- This Quotation Estimate is valid for a period of 30 calendar days from the date of issue. Beyond this period, all rates and terms are subject to revision without prior notice.
- The Human Resources Manager shall be engaged on a full-time basis (48 hours per week, Sunday to Thursday) and shall report directly to the Chief Executive Officer of the client organisation in Qatar Doha.
- All services shall be performed in strict compliance with the laws of the State of Qatar, including but not limited to the Qatar Labour Law, the Commercial Companies Law, and the Personal Data Protection regulations.
- The client shall provide a dedicated workspace, necessary IT equipment, and access to all relevant HR information systems at their premises in Doha.
- Either party may terminate the engagement with a written notice of 60 days. In the event of early termination by the client without cause, a penalty equivalent to two months' management fee shall be payable.
- Al Rayyan Talent Solutions LLC shall maintain professional indemnity insurance with a minimum coverage of QAR 5,000,000 for the duration of the contract.
- All intellectual property, HR policies, and documentation developed specifically for the client during the term of this engagement shall become the sole property of the client upon full payment.
- Disputes arising from this Quotation Estimate shall be resolved through amicable negotiation. Failing resolution within 30 days, the matter shall be referred to the competent courts of Doha, Qatar, and the laws of the State of Qatar shall govern this agreement.
- This Quotation Estimate does not constitute a binding contract until countersigned by both parties and the advance payment has been received in full.
