This Quotation Estimate is issued by Professional Staffing & Technical Services Ltd. in response to the formal request for the recruitment, placement, and ongoing management of a qualified Laboratory Technician to be deployed at Mbezi Regional Referral Hospital in Tanzania Dar es Salaam. The purpose of this document is to provide a comprehensive, itemised breakdown of all costs associated with the engagement of the Laboratory Technician, including recruitment fees, monthly compensation, statutory contributions, training, and administrative overheads. All figures presented in this Quotation Estimate are quoted in Tanzanian Shillings (TZS) and are valid for a period of thirty (30) calendar days from the date of issue.
The Laboratory Technician engaged under this Quotation Estimate shall perform the following duties within the clinical laboratory facilities located in Tanzania Dar es Salaam:
- Conduct routine haematology, biochemistry, microbiology, and parasitology tests on patient samples in accordance with Tanzanian National Standards Authority (TBS) protocols.
- Operate, calibrate, and perform basic maintenance on laboratory analysers, centrifuges, microscopes, and specimen processing equipment.
- Ensure strict adherence to biosafety and infection control procedures as mandated by the Tanzania Food and Drug Authority (TFDA) and the Ministry of Health, Community Development, Gender, Elderly and Children.
- Maintain accurate patient records, chain-of-custody documentation, and quality assurance logs in both hard-copy and electronic formats.
- Collaborate with pathologists, clinical officers, and nursing staff to interpret preliminary findings and escalate critical results in a timely manner.
- Participate in external quality assurance (EQA) schemes and internal quality control (IQC) programmes to ensure diagnostic accuracy.
- Supervise and mentor junior laboratory assistants and student interns from the University of Dar es Salaam and Muhimbili University of Health and Allied Sciences.
- Assist in inventory management of reagents, consumables, and reference materials, ensuring timely procurement to prevent service interruptions.
The Laboratory Technician proposed under this Quotation Estimate shall hold a minimum of a Diploma in Medical Laboratory Science (MLS) or a Bachelor of Science in Medical Laboratory Technology, accredited by the Tanzania Commission for Universities (TCU). The candidate must possess a valid practising licence issued by the Tanzania Medical Laboratory Technicians Association (TAMLA) and a minimum of three (3) years of post-qualification experience in a hospital or reference laboratory setting within Tanzania Dar es Salaam or a comparable East African healthcare environment.

* All amounts are exclusive of Value Added Tax (VAT) at the prevailing rate of 18% as administered by the Tanzania Revenue Authority (TRA). VAT of TZS 4,028,400 shall be added where applicable, bringing the grand total to TZS 26,408,400 for the full contract period.
5.1 This Quotation Estimate is non-binding until formally accepted in writing by the client and countersigned by both parties. Upon acceptance, a definitive Service Level Agreement (SLA) shall be executed within fourteen (14) days.
5.2 The Laboratory Technician shall be subject to a standard pre-employment medical examination and background verification conducted in Tanzania Dar es Salaam at the client's facility or a mutually agreed medical centre.
5.3 Payment terms: 50% of the one-time recruitment fee is due upon signing of the SLA; the remaining 50% is due upon the Laboratory Technician's successful completion of the two-week induction period. Monthly compensation and statutory contributions shall be remitted by the 25th of each preceding month via bank transfer to the account designated by Professional Staffing & Technical Services Ltd.
5.4 The contract term is twelve (12) months, renewable by mutual written agreement. Either party may terminate the engagement with thirty (30) days' written notice. Early termination by the client prior to the six-month mark shall incur a 50% penalty on the remaining contract value.
5.5 All data and patient information handled by the Laboratory Technician shall be governed by the Tanzania Data Protection Act, 2022, and the hospital's internal confidentiality policies.
5.6 This Quotation Estimate does not constitute a guarantee of placement. Should the proposed candidate be unavailable, an equivalent-qualified Laboratory Technician shall be sourced at no additional recruitment cost.
