This Quotation Estimate is issued by Meridian Knowledge Solutions PLC to provide a comprehensive, itemized cost breakdown for the engagement of a qualified Librarian professional to deliver full-spectrum library management, cataloguing, and information services within the Ethiopia Addis Ababa metropolitan area. The scope encompasses both the central library facility located in the Bole Sub-City and two satellite reading rooms in the Kirkos and Arada Sub-Cities. This document serves as the formal financial proposal and shall be referenced throughout the procurement and contracting process.
The Librarian engaged under this Quotation Estimate shall be responsible for the following duties and deliverables across all Ethiopia Addis Ababa locations:
- Design, implementation, and maintenance of a unified digital and physical catalogue system (ILS) for a collection exceeding 45,000 volumes, including Amharic, English, Oromo, and Tigrinya language materials.
- Acquisition, processing, and classification of new library materials in accordance with the Dewey Decimal Classification system and the Library of Congress Classification system.
- Development and enforcement of circulation policies, inter-library loan agreements, and patron access protocols specific to the Ethiopia Addis Ababa academic and public community.
- Supervision of a team of six (6) assistant librarians and four (4) library technicians stationed across the three facility locations.
- Coordination of community literacy programmes, reading workshops, and digital literacy training sessions in partnership with local schools and the Addis Ababa University library network.
- Monthly reporting to the client organization on collection growth, patron usage statistics, budget expenditure, and operational performance metrics.

- This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Beyond this period, all pricing is subject to revision based on prevailing market conditions in Ethiopia Addis Ababa.
- Payment shall be made in monthly instalments within fifteen (15) business days of invoice submission. The first payment is due upon formal acceptance of this Quotation Estimate and execution of the service agreement.
- All amounts are quoted in Ethiopian Birr (ETB) and are inclusive of applicable Value Added Tax (VAT) at the rate of 15% as mandated by the Ethiopian Revenue and Customs Authority.
- The Librarian and all support staff shall be subject to the Labour Proclamation No. 1156/2019 of the Federal Democratic Republic of Ethiopia. Meridian Knowledge Solutions PLC shall handle all statutory social security contributions (Pension, Health Insurance, and Work Injury Insurance).
- Either party may terminate the engagement with sixty (60) days written notice. In the event of early termination, a pro-rata adjustment shall be applied to the remaining contract value.
- All intellectual property generated during the tenure of the Librarian, including digitized manuscripts, catalogue metadata, and programme curricula, shall remain the property of the client organization.
- Disputes arising from this Quotation Estimate or the subsequent service agreement shall be resolved through mediation in Addis Ababa, Ethiopia, in accordance with the Ethiopian Commercial Code.
