This Quotation Estimate is formally issued by Jerusalem Heritage Library Consulting Ltd. to provide a comprehensive, itemized financial projection for the engagement of a qualified Librarian professional to deliver specialized archival, cataloguing, and community outreach services within the Israel Jerusalem metropolitan area. This document serves as a binding financial reference for the client to evaluate the scope, duration, and associated costs of the proposed Librarian engagement. All figures presented in this Quotation Estimate are calculated in New Israeli Shekels (NIS / ILS) and are subject to the terms and conditions outlined herein.
The proposed Librarian professional will be deployed to the Israel Jerusalem municipal library network for a period of twelve (12) months, commencing on 1 October 2025. The Librarian's responsibilities, as detailed in this Quotation Estimate, encompass the following core service areas:
- Archival Management & Preservation: Supervision of the digitization and physical preservation of over 45,000 historical manuscripts and documents housed in the Jerusalem Central Archive, including materials in Hebrew, Arabic, Yiddish, and English.
- Cataloguing & Classification: Implementation of the Dewey Decimal System and the Library of Congress Classification for newly acquired materials across all six branch libraries in the Israel Jerusalem district.
- Community Outreach & Programming: Design and facilitation of monthly reading programs, literacy workshops for underprivileged youth, and interfaith cultural exchange events aligned with the diverse demographic of Israel Jerusalem.
- Interlibrary Loan Coordination: Management of borrowing and lending agreements with the National Library of Israel, the Hebrew University of Jerusalem library system, and the American Colony Library.

As stipulated in this Quotation Estimate, payment shall be structured as follows: an initial deposit of twenty-five percent (25%) of the grand total, amounting to NIS 146,316.50, due within fourteen (14) calendar days of contract execution. The remaining balance shall be invoiced on a quarterly basis, with each quarterly payment due within thirty (30) days of the invoice date. All payments are to be made via bank transfer to the account of Jerusalem Heritage Library Consulting Ltd., Bank Leumi, Branch 010, Account 001-234567-8. Late payments shall accrue interest at the rate of 1.5% per month as governed by Israeli commercial law.
- This Quotation Estimate is valid for a period of ninety (90) days from the date of issue. Beyond this period, all rates and terms are subject to revision.
- The Librarian professional engaged under this Quotation Estimate shall comply with all applicable Israeli labor laws, including the Minimum Wage Law, the Hours of Work and Rest Law, and the Social Insurance Law.
- All services rendered in Israel Jerusalem shall adhere to the standards set forth by the Israel National Library and the International Federation of Library Associations (IFLA).
- Intellectual property rights for all cataloguing systems, digitized content, and program materials developed during the engagement shall vest in the client upon full payment.
- Either party may terminate this engagement with sixty (60) days' written notice. In the event of early termination, the client shall be liable for all services rendered up to the termination date plus a 10% administrative fee.
- This Quotation Estimate does not constitute a binding contract until countersigned by both parties and accompanied by the initial deposit payment.
- Any disputes arising from this Quotation Estimate shall be resolved through arbitration in Jerusalem, Israel, in accordance with the Arbitration Law, 5728-1968.
By signing below, the client acknowledges receipt of this Quotation Estimate for Librarian services in Israel Jerusalem and agrees to the terms, conditions, and financial projections set forth herein. The provider confirms that the Librarian professional identified for this engagement holds a Master's degree in Library and Information Science from the Hebrew University of Jerusalem and possesses a minimum of ten (10) years of professional experience in archival and public library management within Israel.
