Al Noor Foundation Central Library
Location: Dubai, United Arab Emirates
Duration: 12 months (renewable)
SCOPE OF LIBRARIAN SERVICESThis Quotation Estimate is issued by Emirates Knowledge Solutions LLC to provide comprehensive, professional Librarian services tailored to the operational and academic requirements of the Al Noor Educational Foundation Central Library located in Dubai, United Arab Emirates. The appointed Librarian will be a certified information professional holding a Master's degree in Library and Information Science (M.LIS) from an accredited institution, with a minimum of five (5) years of experience managing academic and institutional libraries in the United Arab Emirates. The Librarian will be responsible for the full spectrum of library operations including but not limited to: cataloguing and classification of physical and digital collections using the Dewey Decimal Classification system and the Library of Congress Classification; management of the integrated library management system (ILMS); acquisition, processing, and circulation of books, journals, e-resources, and multimedia materials; reference and research assistance to students, faculty, and staff; development and implementation of information literacy programmes; coordination with publishers and distributors across the United Arab Emirates and internationally; maintenance of the library's digital infrastructure and online catalogue; and compliance with all applicable regulations set forth by the Dubai Municipality and the Knowledge and Human Development Authority (KHDA) governing educational institutions in Dubai.

TERMS AND CONDITIONS OF THIS QUOTATION ESTIMATE1. Validity: This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Prices are quoted in United Arab Emirates Dirhams (AED) and are subject to revision upon expiry.
2. Payment Terms: Payment shall be made within thirty (30) days from the date of invoice. A 50% advance payment is required to commence the Librarian engagement. The remaining balance shall be invoiced on a monthly basis in arrears. Late payments shall attract a penalty of 2% per month as per UAE commercial law.
3. Commencement: The Librarian services shall commence within fourteen (14) working days of receipt of the signed acceptance and the advance payment. The start date is subject to the completion of visa and work permit processing in the United Arab Emirates.
4. Termination: Either party may terminate the Librarian engagement with a written notice of sixty (60) days. Upon termination, the client shall be liable for all services rendered up to the effective date of termination, including the Librarian's end-of-service benefits as mandated by UAE Labour Law (Federal Decree-Law No. 33 of 2021).
5. Compliance: The Librarian shall comply with all applicable laws and regulations of the United Arab Emirates, including but not limited to the UAE Labour Law, the Personal Data Protection Law (Federal Decree-Law No. 45 of 2021), and all directives issued by the Dubai Municipality and KHDA pertaining to educational library operations in Dubai.
6. Intellectual Property: All reports, collection development plans, and documentation produced by the Librarian in the course of this engagement shall remain the property of the client. Emirates Knowledge Solutions LLC retains no claim over such deliverables.
7. Dispute Resolution: Any dispute arising from this Quotation Estimate shall be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be referred to the Dubai Courts in accordance with the UAE Civil Procedure Law.
8. Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to government-mandated closures, natural disasters, or public health emergencies in the United Arab Emirates.
Note: This Quotation Estimate does not include the cost of physical library furniture, shelving units, or construction works. Any additional services beyond the scope described herein shall be subject to a separate Quotation Estimate issued by Emirates Knowledge Solutions LLC. All prices are exclusive of any applicable municipal fees in Dubai unless explicitly stated. ACCEPTANCE AND AUTHORIZATIONBy signing below, the client acknowledges and accepts the terms, conditions, and pricing outlined in this Quotation Estimate for the Librarian services to be provided in Dubai, United Arab Emirates.
