This Quotation Estimate is issued by Delta Marine Engineering Solutions Ltd. to provide a comprehensive, itemized cost breakdown for the engagement of a qualified Marine Engineer and associated technical support services. The scope of work is specifically tailored for operations within Bangladesh Dhaka and the surrounding riverine and port infrastructure, including the Dhaka Dry Port, the Buriganga River terminal facilities, and the feeder routes connecting to Chattogram and Mongla ports.

The Marine Engineer services outlined in this document cover design consultation, installation supervision, commissioning, preventive maintenance, and emergency repair of marine propulsion systems, auxiliary engines, ballast water treatment units, and navigation support equipment aboard vessels operating under the Bangladesh flag or in Bangladesh territorial waters.

  • Design & Consultation: The Marine Engineer shall provide up to 40 hours of on-site and remote design consultation for the retrofitting of two (2) 1,200 TEU feeder vessels currently berthed at the Dhaka Dry Port facility in Bangladesh Dhaka.
  • Installation Supervision: Full-time on-site supervision of the installation of new MAN B&W 6S50MC main engines, including alignment, piping, and electrical integration. Estimated duration: 12 working weeks.
  • Commissioning & Sea Trials: The Marine Engineer shall conduct factory acceptance tests (FAT) at the manufacturer's facility, followed by site acceptance tests (SAT) and sea trials in the Padma and Meghna river channels near Bangladesh Dhaka.
  • Preventive Maintenance Program: Development and implementation of a 12-month preventive maintenance schedule for all marine machinery, including diesel generators, air compressors, purifiers, and cooling systems.
  • Emergency Response & Breakdown Support: 24/7 on-call availability of the Marine Engineer and a standby technical team based in Bangladesh Dhaka for unplanned breakdowns, with a guaranteed response time of 4 hours for port-berthed vessels and 12 hours for vessels in transit.
  • Regulatory Compliance & Documentation: Preparation of all technical documentation required by the Bangladesh Maritime Administration and the Department of Shipping, including class survey reports, statutory certificates, and environmental compliance filings specific to Bangladesh Dhaka port regulations.
  • Training: Two (2) days of hands-on training for the client's in-house engineering crew on the operation and basic maintenance of the newly installed systems, conducted at the client's office in Bangladesh Dhaka.

4.1 Validity: This Quotation Estimate shall remain valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Bangladesh Dhaka.

4.2 Payment Terms: 30% advance payment upon acceptance of this Quotation Estimate. 40% upon completion of installation and successful sea trials. 30% upon successful completion of the 12-month preventive maintenance and emergency support retainer period. All payments shall be made via bank transfer to the account of Delta Marine Engineering Solutions Ltd., Dhaka, Bangladesh.

4.3 Commencement: Work shall commence within seven (7) working days of receipt of the advance payment and written confirmation from the client. The Marine Engineer and support team shall be mobilized to the designated vessel or facility in Bangladesh Dhaka within the agreed timeline.

4.4 Cancellation: Either party may cancel this engagement with a written notice of fourteen (14) days. In the event of cancellation by the client after work has commenced, the client shall be liable for all costs incurred up to the date of cancellation, including the Marine Engineer's professional fees and any non-refundable third-party commitments.

4.5 Insurance & Liability: Delta Marine Engineering Solutions Ltd. shall maintain comprehensive professional indemnity insurance and workers' compensation coverage for the Marine Engineer and all support personnel operating in Bangladesh Dhaka. The client shall ensure that all vessels and facilities are adequately insured for the duration of the project.

4.6 Governing Law: This Quotation Estimate and any resulting contract shall be governed by and construed in accordance with the laws of the People's Republic of Bangladesh. Any disputes shall be resolved through arbitration in Bangladesh Dhaka in accordance with the Bangladesh Arbitration Act, 2001.

4.7 Confidentiality: All technical drawings, operational data, and commercial information exchanged in connection with this engagement shall be treated as strictly confidential by both parties.
