1. Scope of Services — Marine Engineer, Japan Osaka

This Quotation Estimate is issued by Osaka Maritime Solutions Co., Ltd. to formally propose the professional services of a qualified Marine Engineer for deployment at the client's operational facilities within the Japan Osaka metropolitan area. The Marine Engineer shall be responsible for the comprehensive maintenance, inspection, troubleshooting, and operational supervision of all marine propulsion systems, auxiliary machinery, and associated mechanical and electrical installations aboard vessels berthed at Osaka Port and its surrounding industrial waterfront zones.

The Marine Engineer will hold a valid Class IV Marine Engineer's Certificate of Competency (CoC) issued under the STCW Convention, supplemented by a Japanese National Maritime Bureau (NMB) endorsement. The candidate will possess a minimum of eight (8) years of progressive experience in marine engineering, with at least three (3) years specifically in container vessel and bulk carrier operations. Fluency in both English and Japanese (JLPT N2 or above) is a mandatory requirement to ensure seamless communication with local port authorities, dockyard technicians, and the client's in-house management team based in Osaka.

3. Terms and Conditions

  • Validity: This Quotation Estimate shall remain valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period requires written reconfirmation from Osaka Maritime Solutions Co., Ltd.
  • Payment Terms: A deposit of twenty percent (20%) of the total estimated cost is due upon contract execution. The remaining balance shall be invoiced monthly in arrears, payable within fifteen (15) business days of invoice date via bank transfer to the designated account in Osaka, Japan.
  • Commencement: Services shall commence on 1 September 2025, subject to the Marine Engineer obtaining all necessary Japanese work permits and completing onboarding at the Osaka Port facility.
  • Termination: Either party may terminate the engagement with sixty (60) days' written notice. In the event of early termination, all fees for services rendered up to the termination date, plus a pro-rata portion of the recruitment and visa costs, shall be due.
  • Compliance: The Marine Engineer shall comply with all applicable Japanese maritime regulations, the International Safety Management (ISM) Code, and local Osaka Port Authority directives. The client is responsible for ensuring the vessel or facility meets all statutory safety requirements.
  • Confidentiality: All technical data, operational records, and proprietary information encountered during the engagement in Japan Osaka shall be treated as strictly confidential and shall not be disclosed to third parties without written consent.
  • Dispute Resolution: Any disputes arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration in Osaka, Japan, under the rules of the Japan Commercial Arbitration Association (JCAA).
  • Force Majeure: Neither party shall be liable for delays or failures in performance caused by natural disasters (including typhoons and earthquakes common to the Japan Osaka region), government actions, or other events beyond reasonable control.
Important Note: This Quotation Estimate is a good-faith projection of costs and does not constitute a binding contract until both parties have executed a formal Service Agreement. All figures are quoted in Japanese Yen (JPY) and are subject to adjustment in the event of significant changes in exchange rates, statutory tax modifications by the Japanese government, or material changes in the scope of work agreed upon by both parties. The Marine Engineer's specific name and credentials will be confirmed in writing no later than fourteen (14) days prior to the commencement date.

4. Acceptance and Authorization

By signing below, the client acknowledges receipt of this Quotation Estimate for Marine Engineer services in Japan Osaka and agrees to the terms, conditions, and cost structure outlined herein. This acceptance authorizes Osaka Maritime Solutions Co., Ltd. to proceed with the recruitment, onboarding, and deployment of the Marine Engineer as described.
