1. Purpose and Scope of This Quotation EstimateThis Quotation Estimate is issued by Sea-Tech Marine Engineering Co., Ltd. to Siam Pacific Shipping Group Co., Ltd. in relation to the provision of a qualified Marine Engineer for the operation, maintenance, and technical oversight of the client's fleet of cargo vessels berthed at the Chao Phraya River Dockyard in Thailand Bangkok. This document outlines the full scope of services, associated costs, payment schedule, and contractual terms governing the engagement. The Marine Engineer services described herein are specifically tailored to the operational requirements of vessels operating within the Thailand Bangkok maritime corridor, including compliance with the Marine Department of Thailand regulations and the International Maritime Organization (IMO) standards applicable to the region.
2. Scope of Services – Marine Engineer EngagementThe Marine Engineer engaged under this Quotation Estimate shall hold a valid Class 1 Marine Engineer's Certificate of Competency (CoC) issued by the Marine Department of Thailand, along with a valid STCW (Standards of Training, Certification and Watchkeeping) endorsement. The Marine Engineer shall be responsible for the following duties while stationed at the Thailand Bangkok dockyard facility:
- Day-to-day operation, monitoring, and maintenance of main engines, auxiliary engines, boilers, and all associated mechanical and electrical systems aboard the client's vessels.
- Conducting scheduled preventive maintenance programs in accordance with the vessel's Planned Maintenance System (PMS) and the classification society requirements (Lloyd's Register / Bureau Veritas).
- Performing pre-departure and post-arrival inspections, including but not limited to engine room checks, fuel system integrity tests, and bilge water management verification.
- Managing spare parts inventory and submitting procurement requisitions to the client's procurement department for critical components required for vessel operations in Thailand Bangkok.
- Ensuring full compliance with Thai maritime law, the Pollution Prevention Regulations of the Marine Department of Thailand, and all environmental discharge restrictions applicable to the Chao Phraya River and Gulf of Thailand waters.
- Maintaining accurate engine room logs, oil record books, and statutory certificates as required by the flag state and the port state control authorities in Thailand Bangkok.
- Providing technical reports and monthly performance summaries to the client's management team.

Payment for the services outlined in this Quotation Estimate shall be made on a monthly basis. Invoices for the Marine Engineer services shall be issued on the 25th of each calendar month and are payable within thirty (30) days of the invoice date via bank transfer to the account of Sea-Tech Marine Engineering Co., Ltd. at Bangkok Bank, Sathorn Branch, Thailand Bangkok. A late payment penalty of 1.5% per month shall apply to any outstanding balance exceeding the stipulated payment period.
5. Terms and Conditions- This Quotation Estimate is valid for thirty (30) days from the date of issue. Beyond this period, pricing may be subject to revision based on prevailing labor market conditions in Thailand Bangkok.
- The engagement of the Marine Engineer is subject to the client's approval of the candidate's credentials, medical fitness certificate, and background verification. The Marine Engineer must pass a pre-employment medical examination conducted by a licensed physician in Thailand Bangkok.
- Sea-Tech Marine Engineering Co., Ltd. reserves the right to replace the assigned Marine Engineer with a suitably qualified replacement upon thirty (30) days' written notice, should the original engineer be unable to continue due to medical, personal, or regulatory reasons.
- All work performed by the Marine Engineer shall comply with the Occupational Safety and Health Act of Thailand and the specific safety protocols of the Thailand Bangkok dockyard facility.
- This Quotation Estimate does not include the cost of spare parts, consumables, or major capital repairs. Such items shall be quoted separately upon written request from the client.
- Either party may terminate the contract with sixty (60) days' written notice. In the event of termination, the client shall be liable for all services rendered up to the effective date of termination.
- All disputes arising from this Quotation Estimate shall be resolved through arbitration in accordance with the rules of the Thai Arbitration Institute, seated in Thailand Bangkok.
- This Quotation Estimate is governed by the laws of the Kingdom of Thailand.
By signing below, the client acknowledges and accepts the terms, conditions, and pricing set forth in this Quotation Estimate for the provision of Marine Engineer services at the designated facility in Thailand Bangkok.
