This Quotation Estimate is formally submitted by our firm to Al Noor Maritime Logistics LLC for the provision of a qualified Marine Engineer and associated technical services to be deployed and executed within the jurisdiction of United Arab Emirates Abu Dhabi. The scope encompasses the full-time engagement of a certified Marine Engineer for a period of twelve (12) months, inclusive of vessel mechanical maintenance, preventive maintenance scheduling, regulatory compliance auditing, and on-site technical supervision at the client's designated berths and dry-dock facilities along the Abu Dhabi coastline.
The Marine Engineer engaged under this Quotation Estimate shall hold a valid Class 1 Marine Engineer Certificate of Competency (CoC) issued under the International Convention on Standards of Training, Certification and Watchkeeping (STCW), as well as a valid UAE Ministry of Energy and Infrastructure (MoEI) registration. The engineer shall be physically stationed in United Arab Emirates Abu Dhabi and shall report directly to the client's Operations Director.
The duties and responsibilities of the Marine Engineer shall include, but are not limited to:
- Conducting daily inspections of all marine vessels, auxiliary engines, generators, and propulsion systems moored at the client's facilities in Abu Dhabi.
- Developing and executing a comprehensive Preventive Maintenance (PM) schedule in compliance with International Maritime Organization (IMO) regulations and UAE maritime authority requirements.
- Overseeing dry-docking operations, hull inspections, and underwater survey coordination with licensed diving contractors registered in the United Arab Emirates.
- Maintaining statutory and class society documentation, including but not limited to IOPP, ISM, ISPS, and SOLAS compliance records.
- Providing technical advisory support to the client's fleet management team regarding fuel efficiency, emissions compliance (IMO Tier III), and environmental regulations specific to the Abu Dhabi port authority.
- Supervising third-party maintenance contractors and ensuring all workmanship meets the standards required by the UAE Maritime Safety Administration.
- Preparing monthly technical reports and annual condition assessments for submission to the client and relevant UAE regulatory bodies.

- Payment shall be made in monthly instalments of AED 92,706.25 (inclusive of VAT), due within fourteen (14) calendar days of invoice issuance.
- A mobilisation advance of 15% of the total Quotation Estimate value (AED 166,871.25) shall be payable upon contract execution and prior to the Marine Engineer's commencement date.
- All payments shall be made via bank transfer to our designated account at Emirates NBD, United Arab Emirates Abu Dhabi branch.
- Late payments shall attract a penalty interest of 2% per month, in accordance with UAE commercial law.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing and availability of the specified Marine Engineer are subject to reconfirmation.
- The Marine Engineer shall be subject to a pre-employment medical examination and security clearance as mandated by UAE federal law and Abu Dhabi municipal regulations.
- All work performed under this engagement shall comply with the UAE Maritime Safety Administration (MARSA) guidelines, Abu Dhabi Ports Company (ADPC) operational standards, and applicable IMO conventions.
- Either party may terminate this agreement with thirty (30) days' written notice. In the event of early termination, a pro-rata settlement of all services rendered shall be calculated and invoiced.
- Our firm shall not be liable for any consequential or indirect damages arising from the services described in this Quotation Estimate. Total liability shall not exceed the total contract value.
- This agreement shall be governed by and construed in accordance with the laws of the United Arab Emirates, with exclusive jurisdiction vested in the courts of Abu Dhabi.
- All intellectual property, technical reports, and documentation produced by the Marine Engineer during the term of this engagement shall remain the property of the client upon full payment.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Marine Engineer in United Arab Emirates Abu Dhabi.
