1. Scope of Work & DescriptionThis Quotation Estimate is issued by Gulf Marine Technical Services LLC in response to the formal request for proposal received from Al Noor Shipping & Logistics FZE. The scope of work encompasses the provision of a fully certified Marine Engineer to deliver comprehensive technical support, maintenance oversight, and operational consultancy for the client's fleet of commercial vessels operating within the waters of the United Arab Emirates Dubai maritime jurisdiction, including the Port of Jebel Ali, the Dubai Maritime City, and the surrounding Gulf of Oman shipping lanes.
The Marine Engineer assigned to this engagement holds a valid Class 1 Marine Engineer's Certificate of Competency (MECO) issued under the STCW Convention, is registered with the Maritime Safety Administration of the United Arab Emirates, and possesses a minimum of twelve (12) years of hands-on experience in the design, installation, commissioning, and maintenance of marine propulsion systems, auxiliary engines, boiler plants, HVAC systems, and electrical power distribution networks aboard vessels ranging from 500 GT to 50,000 GT. The engineer is specifically qualified to operate in compliance with all regulations enforced by the Dubai Maritime City Authority (DMCA) and the Federal Transport Authority of the United Arab Emirates.

- Validity: This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in the United Arab Emirates Dubai maritime sector.
- Payment Terms: 30% advance payment upon acceptance of this Quotation Estimate; 40% upon completion of on-site engineering works (Items 1–4); 30% upon final acceptance and handover of all documentation. All payments to be made in UAE Dirhams (AED) via bank transfer to the account specified on the invoice.
- Commencement: The Marine Engineer shall mobilise to the client's designated vessel or facility within five (5) working days of receipt of the signed purchase order and advance payment confirmation.
- Working Hours: Standard working hours are 08:00 to 17:00, Sunday to Thursday, in accordance with the United Arab Emirates labour regulations. Overtime and weekend work shall be billed at 1.5× the daily rate.
- Insurance & Liability: Gulf Marine Technical Services LLC maintains comprehensive professional indemnity insurance of AED 10,000,000 and public liability insurance of AED 5,000,000, both valid within the United Arab Emirates. The Marine Engineer is covered under the company's group medical and accident insurance policy.
- Confidentiality: All technical drawings, operational data, and vessel-specific information shared during the course of this engagement shall be treated as strictly confidential and shall not be disclosed to any third party without prior written consent from Al Noor Shipping & Logistics FZE.
- Dispute Resolution: Any dispute arising from this Quotation Estimate shall be resolved through arbitration in Dubai under the rules of the Dubai International Arbitration Centre (DIAC), in accordance with the UAE Federal Arbitration Law.
- Regulatory Compliance: All services rendered by the Marine Engineer shall comply with the International Maritime Organization (IMO) conventions, the STCW Code, the UAE Maritime Code, and all applicable regulations of the Dubai Maritime City Authority and the Federal Transport Authority.
- Force Majeure: Neither party shall be liable for delays or failures in performance caused by events beyond reasonable control, including but not limited to acts of God, war, government sanctions, or port closures within the United Arab Emirates Dubai region.
By signing below, the client acknowledges and accepts all terms, conditions, rates, and scope of work outlined in this Quotation Estimate. The signed document shall constitute a binding agreement between the parties for the provision of Marine Engineer services in the United Arab Emirates Dubai as described herein.
