This Quotation Estimate is issued by Lakefront Marine Engineering Solutions, LLC to provide a comprehensive and itemized cost breakdown for the engagement of a qualified Marine Engineer to perform inspection, maintenance, and technical advisory services for the vessel fleet operated by Great Lakes Commercial Shipping Co. within the United States Chicago metropolitan area and the broader Great Lakes shipping corridor. This document serves as a formal Quotation Estimate and does not constitute a binding contract until both parties have executed the attached Service Agreement.
The following services are to be performed by a certified Marine Engineer holding a valid U.S. Coast Guard (USCG) First-Class Engineer License and a minimum of fifteen (15) years of experience in commercial marine propulsion systems, auxiliary machinery, and hull integrity assessment. All work will be conducted in compliance with U.S. Coast Guard regulations, the American Bureau of Shipping (ABS) standards, and applicable Illinois state environmental codes governing operations in the United States Chicago harbor and the Chicago Sanitary and Ship Canal.
2.1 Primary Deliverables
- Comprehensive condition survey and performance audit of the main diesel propulsion engines (2 units) aboard the vessel GLC Meridian (IMO 9482716), docked at the Chicago River Port.
- Inspection and calibration of all auxiliary boilers, fuel oil purification systems, and lube oil treatment units.
- Hydrostatic and ultrasonic thickness testing of the vessel's hull plating, particularly in areas subject to Great Lakes freshwater corrosion.
- Review and update of the vessel's Planned Maintenance System (PMS) documentation to align with the latest USCG Navigation and Vessel Inspection Rules (46 CFR).
- Preparation of a detailed technical report including photographic evidence, measurement data, and a prioritized corrective-action plan for the Fleet Operations Director.
- On-site consultation with the vessel's crew regarding operational best practices and regulatory compliance for the upcoming 2025–2026 Great Lakes navigation season.

- Validity: This Quotation Estimate shall remain valid for thirty (30) calendar days from the date of issue. After this period, all rates and availability of the assigned Marine Engineer are subject to re-evaluation.
- Payment Terms: A non-refundable deposit of twenty-five percent (25%) of the total estimated cost, amounting to $5,719.22, is due upon acceptance of this Quotation Estimate. The remaining balance of $17,157.66 shall be invoiced within five (5) business days following delivery of the final technical report and shall be payable within thirty (30) days of invoice date (Net 30).
- Schedule: All on-site services will be performed between the hours of 0700 and 1700 Central Time, Monday through Friday, excluding federal holidays. The Marine Engineer will coordinate specific dock access times with the client's port operations team in the United States Chicago area no fewer than forty-eight (48) hours in advance.
- Insurance and Liability: Lakefront Marine Engineering Solutions, LLC maintains professional liability insurance of not less than $2,000,000 per occurrence and workers' compensation coverage as required by the State of Illinois. The client assumes responsibility for safe access to the vessel and compliance with all U.S. Coast Guard and OSHA workplace safety regulations at the dock site.
- Confidentiality: All technical data, vessel specifications, and operational records obtained during the course of this engagement shall be treated as strictly confidential. The Marine Engineer and all supporting personnel are bound by a mutual Non-Disclosure Agreement (NDA) to be executed prior to the commencement of work.
- Change Orders: Any additional services, extended testing, or scope modifications requested by the client beyond the items listed in this Quotation Estimate will be documented in a written Change Order and priced at the Marine Engineer's standard hourly rate of $325.00 per hour, subject to prior written approval by both parties.
- Governing Law: This Quotation Estimate and any resulting contract shall be governed by and construed in accordance with the laws of the State of Illinois, United States. Any disputes shall be resolved through binding arbitration in Chicago, Illinois, in accordance with the rules of the American Arbitration Association.
By signing below, the client acknowledges receipt of this Quotation Estimate for Marine Engineer services in the United States Chicago area and authorizes Lakefront Marine Engineering Solutions, LLC to proceed with the engagement upon receipt of the initial deposit. This signature does not constitute a final contract but serves as a letter of intent to proceed with the services described herein.
