1. SCOPE OF SERVICES – MATHEMATICIAN CONSULTANCYThis Quotation Estimate is issued by Equatorial Mathematical Consulting Ltd. to provide the services of a qualified Mathematician for the period specified below. The Mathematician will be engaged to support the Ministry of Higher Education and Research in DR Congo Kinshasa with advanced mathematical modelling, statistical analysis, and curriculum development for the 2025–2026 academic year. The Mathematician will operate primarily from the Kinshasa headquarters and will travel to provincial universities as required.
The scope of work for the Mathematician includes, but is not limited to: the design and implementation of quantitative research frameworks for national education policy; the development of advanced mathematics curricula for undergraduate and postgraduate programmes; the provision of statistical consulting for national census data interpretation; the supervision of doctoral candidates in applied mathematics; and the delivery of professional development workshops for secondary school mathematics teachers across the DR Congo Kinshasa metropolitan area and surrounding provinces.

Payment for the services outlined in this Quotation Estimate shall be made in United States Dollars (USD) via bank transfer to the account of Equatorial Mathematical Consulting Ltd., Bank of the Congo, Kinshasa branch. The payment schedule is structured as follows:
- Advance Payment (30%): USD 53,526.00 – due within 14 business days of contract signature.
- Mid-Term Payment (40%): USD 71,368.00 – due upon completion of Month 6 deliverables.
- Final Payment (30%): USD 53,526.00 – due upon final acceptance of all deliverables at Month 12.
All payments are subject to the standard 18% withholding tax applicable in DR Congo Kinshasa for professional services rendered to government entities. The Mathematician's fees are inclusive of all applicable local taxes unless otherwise stated.
4. TERMS AND CONDITIONS- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, pricing may be subject to revision due to exchange rate fluctuations or changes in operational costs in DR Congo Kinshasa.
- The Mathematician engaged under this Quotation Estimate shall comply with all professional ethical standards of the Mathematical Association of Africa and the local regulatory framework of the DR Congo.
- Intellectual property produced by the Mathematician during the engagement shall be jointly owned by Equatorial Mathematical Consulting Ltd. and the Ministry of Higher Education and Research, DR Congo Kinshasa, unless otherwise agreed in writing.
- Either party may terminate the engagement with thirty (30) days written notice. In the event of early termination, the Mathematician shall be compensated for all services rendered up to the termination date, as detailed in this Quotation Estimate.
- All disputes arising from this Quotation Estimate shall be resolved through amicable negotiation in Kinshasa, DR Congo. Should negotiation fail, the matter shall be submitted to the competent courts of the City of Kinshasa.
- The Mathematician shall maintain professional liability insurance with a minimum coverage of USD 250,000 for the duration of the engagement.
- Confidentiality obligations shall survive the termination of this Quotation Estimate for a period of five (5) years.
By signing below, the undersigned parties acknowledge and accept the terms, conditions, and pricing set forth in this Quotation Estimate for the Mathematician services to be delivered in DR Congo Kinshasa.
