This Quotation Estimate is formally issued by Istanbul Technical Consultancy Group to provide a comprehensive and itemized cost breakdown for the engagement of a qualified Mechanical Engineer to deliver design, analysis, and on-site supervision services for the client's manufacturing facility expansion project located in Turkey Istanbul. This document serves as a binding financial proposal and outlines all professional fees, travel allowances, and ancillary costs associated with the scope of work described herein. The Quotation Estimate is prepared in accordance with the Turkish Construction Law (Law No. 4708) and the regulations governing professional engineering services in the Republic of Turkey.
The Mechanical Engineer engaged under this Quotation Estimate shall perform the following duties and deliverables at the project site in Turkey Istanbul:
- System Design & Modeling: Development of complete mechanical system designs including HVAC (Heating, Ventilation, and Air Conditioning) layouts, compressed air networks, steam distribution systems, and process piping schematics for the new production hall. All designs shall comply with TSE (Turkish Standards Institution) codes and applicable EU directives as adopted in Turkey.
- Thermal & Structural Analysis: Execution of finite element analysis (FEA) and computational fluid dynamics (CFD) simulations for critical mechanical components. The Mechanical Engineer shall produce detailed stress, thermal, and vibration reports for client review.
- Equipment Selection & Procurement Support: Preparation of technical specifications for pumps, compressors, heat exchangers, and conveyance systems. The Mechanical Engineer shall assist the client in evaluating vendor proposals and conducting site inspections of manufacturing facilities within the Turkey Istanbul metropolitan region.
- On-Site Supervision & Commissioning: Minimum 45 working days of on-site presence at the Tuzla industrial zone location in Turkey Istanbul to supervise installation, perform quality assurance checks, and oversee the commissioning and start-up of all mechanical systems.
- Documentation & Handover: Preparation of as-built drawings, operation and maintenance manuals, and a comprehensive project close-out report in both Turkish and English for the client's records and regulatory submissions to the Istanbul Metropolitan Municipality.
- Regulatory Compliance & Permitting: Coordination with the Istanbul Provincial Directorate of Industry and Technology to secure all necessary mechanical system permits, safety certifications, and environmental compliance approvals required for operation in Turkey Istanbul.

4.1 – 30% advance payment upon acceptance of this Quotation Estimate and execution of the service contract: USD 25,065.45
4.2 – 40% milestone payment upon completion of all design deliverables and submission of the design package for client approval: USD 33,420.60
4.3 – 30% final payment upon successful commissioning, handover of documentation, and issuance of the final completion certificate: USD 25,065.45
All payments shall be made via bank transfer to the account of Istanbul Technical Consultancy Group, Ziraat Bankası, Istanbul Branch, Turkey. Invoices shall be issued in accordance with Turkish tax regulations. Late payments shall accrue interest at the rate of 1.5% per month as stipulated under the Turkish Code of Obligations.
5.1 This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all rates and conditions are subject to revision without prior notice.
5.2 The Mechanical Engineer assigned to this project shall hold a valid professional license (Mühendislik Meslek Odası) registered with the Istanbul Chamber of Mechanical Engineers (İstanbul Makine Mühendisleri Odası) and shall maintain professional liability insurance with a minimum coverage of USD 1,000,000.
5.3 The client shall provide the Mechanical Engineer with safe access to the project site in Turkey Istanbul, all necessary project data, architectural drawings, and site measurements within five (5) business days of contract commencement.
5.4 Any changes to the scope of work beyond the parameters defined in Section 2 shall be subject to a supplementary Quotation Estimate and written approval from both parties before additional work commences.
5.5 Disputes arising from this engagement shall be resolved through arbitration in Istanbul, Turkey, in accordance with the rules of the Istanbul Arbitration Institute (ISTAC). The governing law shall be the laws of the Republic of Turkey.
5.6 All intellectual property, design documents, and reports produced by the Mechanical Engineer under this Quotation Estimate shall become the exclusive property of the client upon full and final payment.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Mechanical Engineer for the project in Turkey Istanbul.
