This Quotation Estimate document is issued by Apex Mechanical Engineering Group, LLC to Harborview Development Partners, Inc. in connection with the provision of comprehensive Mechanical Engineer consulting and design services for the proposed mixed-use commercial and residential development located in the Miami-Dade County area of United States Miami. This Quotation Estimate outlines the full scope of professional services, associated costs, payment terms, and conditions under which the Mechanical Engineer will perform all deliverables. All pricing is presented in United States Dollars (USD) and reflects current market rates applicable to the United States Miami metropolitan region as of the date of issue.
The undersigned Mechanical Engineer, licensed and in good standing with the Florida Board of Professional Engineers, shall provide the following services for the project situated in United States Miami:
- Conceptual Mechanical Design: Development of preliminary HVAC, plumbing, fire protection, and building services systems for a 14-story mixed-use structure in the Miami coastal zone, accounting for the unique humidity, salt-air corrosion, and hurricane-force wind loading conditions specific to United States Miami.
- Load Calculations & System Sizing: Detailed thermal load analysis, peak cooling and heating demand calculations, and proper sizing of all mechanical equipment in compliance with the Florida Building Code (FBC) and ASHRAE standards.
- Detailed Engineering Drawings: Production of full construction-ready mechanical drawings, including plan layouts, risers, equipment schedules, and isometric piping diagrams for all floors of the development.
- Energy Modeling & Compliance: Performance of energy simulation studies to ensure the project meets Florida Energy Code requirements and achieves a minimum LEED Gold certification target, a requirement for new commercial developments in United States Miami.
- Permitting & Code Coordination: Preparation and submission of all mechanical engineering permit packages to the Miami-Dade County Building Department, including coordination with the local fire marshal and utility providers.
- Construction Phase Support: On-site Mechanical Engineer visits (minimum 8 site visits) to review installed systems, respond to contractor RFIs, and verify compliance with the approved design documents.
- Commissioning & Closeout: Oversight of mechanical system commissioning, preparation of as-built drawings, and delivery of a complete operations and maintenance manual to the building owner.

This Quotation Estimate shall be paid in accordance with the following milestone-based schedule, aligned with the project phases in United States Miami:
- Milestone 1 (25% – $36,925.00): Due upon execution of the professional services agreement and commencement of the conceptual Mechanical Engineer design phase.
- Milestone 2 (30% – $44,310.00): Due upon delivery and client approval of all detailed mechanical construction drawings and specifications.
- Milestone 3 (25% – $36,925.00): Due upon successful submission and approval of the mechanical permit package by the Miami-Dade County Building Department.
- Milestone 4 (20% – $29,540.00): Due upon completion of all construction-phase site visits, commissioning, and delivery of the final closeout package.
5.1 Validity: This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. After this period, pricing may be adjusted to reflect changes in material costs, labor rates, or regulatory requirements applicable to United States Miami.
5.2 Professional Liability: The Mechanical Engineer shall carry professional liability insurance with a minimum coverage of $2,000,000 per occurrence, as required for engineering services in the State of Florida. A certificate of insurance shall be provided upon request.
5.3 Intellectual Property: All drawings, calculations, models, and documents produced under this Quotation Estimate shall become the property of the client upon full payment. The Mechanical Engineer retains the right to use the project as a reference in professional portfolios.
5.4 Change Orders: Any work outside the defined scope of this Quotation Estimate shall be subject to a written change order signed by both parties. Additional Mechanical Engineer services will be billed at a rate of $185.00 per hour.
5.5 Governing Law: This Quotation Estimate and any resulting agreement shall be governed by the laws of the State of Florida, United States. Any disputes shall be resolved through binding arbitration in Miami-Dade County, Florida.
5.6 Force Majeure: Neither party shall be liable for delays caused by hurricanes, tropical storms, or other natural events common to the United States Miami region, provided that reasonable notice is given within 48 hours of the event.
By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes Apex Mechanical Engineering Group, LLC to proceed with the Mechanical Engineer services as described herein for the project located in United States Miami. This signature constitutes a binding agreement to the terms, scope, and pricing outlined in this document.
