This Quotation Estimate is issued by Tashkent Mechanical Engineering Consultants LLP in response to the formal request for professional Mechanical Engineer services submitted by Uzbekistan Industrial Development Corporation. The purpose of this document is to provide a comprehensive, itemized cost breakdown for the engagement of a qualified Mechanical Engineer to deliver design, analysis, and on-site supervision services for the planned expansion of an industrial manufacturing facility located in Tashkent, Uzbekistan.
All pricing contained within this Quotation Estimate reflects current market rates applicable to the Uzbekistan Tashkent region as of June 2025, taking into account local labor costs, material procurement within the Republic of Uzbekistan, and applicable regulatory requirements set forth by the Ministry of Industry and Innovation of Uzbekistan.
The Mechanical Engineer engaged under this Quotation Estimate shall perform the following duties and deliverables:
- Mechanical System Design: Development of detailed mechanical drawings, schematics, and technical specifications for the new production line, including piping layouts, HVAC systems, and structural support frameworks, all compliant with Uzbek national standards (O'z DSt) and applicable international codes.
- Thermal and Fluid Analysis: Conducting computational analysis of heat exchangers, steam distribution networks, and compressed air systems to ensure optimal energy efficiency for the Tashkent facility.
- Equipment Selection and Procurement Support: Preparing technical data sheets and bid evaluation reports for rotating machinery, pumps, compressors, and process vessels to be installed at the Uzbekistan Tashkent site.
- On-Site Construction Supervision: Providing a dedicated Mechanical Engineer on-site for a minimum of 120 working days to oversee installation, commissioning, and quality assurance of all mechanical systems.
- Commissioning and Performance Testing: Executing pre-commissioning checklists, functional performance tests, and final acceptance testing in coordination with the client's operations team in Tashkent.
- Documentation and Handover: Delivering as-built drawings, operation and maintenance manuals, and a complete technical dossier in both English and Uzbek languages for the facility in Uzbekistan Tashkent.

4.1 Validity: This Quotation Estimate shall remain valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all rates and terms are subject to revision based on prevailing conditions in the Uzbekistan Tashkent market.
4.2 Payment Schedule: Payment shall be made in three installments: 30% upon signing of the service agreement, 40% upon completion of the design and analysis phase, and 30% upon successful commissioning and final handover. All payments shall be made in US Dollars via bank transfer to the account of Tashkent Mechanical Engineering Consultants LLP, or in Uzbek Som (UZS) at the prevailing exchange rate published by the Central Bank of the Republic of Uzbekistan on the date of invoice.
4.3 Intellectual Property: All design documents, calculations, and technical deliverables produced by the Mechanical Engineer under this Quotation Estimate shall become the exclusive property of the client upon full payment.
4.4 Regulatory Compliance: All Mechanical Engineer services shall be performed in strict compliance with the laws of the Republic of Uzbekistan, including but not limited to the Construction Code of Uzbekistan, occupational health and safety regulations, and environmental protection standards applicable in Tashkent.
4.5 Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to natural disasters, government sanctions, or civil unrest within Uzbekistan.
4.6 Dispute Resolution: Any disputes arising from this Quotation Estimate or the resulting service agreement shall be resolved through arbitration in Tashkent, Uzbekistan, in accordance with the rules of the Tashkent International Arbitration Center.
By signing below, the client acknowledges receipt of this Quotation Estimate for Mechanical Engineer services in Uzbekistan Tashkent and agrees to the terms, conditions, and pricing outlined herein. This signature constitutes a binding acceptance of the Quotation Estimate and authorizes Tashkent Mechanical Engineering Consultants LLP to commence the Mechanical Engineer engagement as described in Section 2.
