1. Subject and Purpose of This Quotation Estimate
This Quotation Estimate is issued by East African Meteorological Consulting Ltd. to provide a comprehensive cost breakdown for the engagement of a qualified Meteorologist to deliver specialized atmospheric science services in Tanzania Dar es Salaam. The Meteorologist will be contracted to support the Tanzania Meteorological Authority in enhancing seasonal forecasting accuracy, conducting climate impact assessments, and providing real-time weather advisory services to the coastal and urban regions of Tanzania Dar es Salaam. This Quotation Estimate covers all professional fees, equipment, travel, and ancillary costs associated with the Meteorologist's assignment over a twelve-month period.
2. Scope of Work for the Meteorologist
The Meteorologist engaged under this Quotation Estimate shall perform the following duties and responsibilities within Tanzania Dar es Salaam and its surrounding regions:
- Prepare and issue daily, weekly, and seasonal weather forecasts for the Dar es Salaam metropolitan area and the broader coastal zone of Tanzania.
- Conduct advanced numerical weather prediction (NWP) model runs using ECMWF, GFS, and regional WRF models calibrated for the Tanzania Dar es Salaam climate zone.
- Provide specialized meteorological advisory services to the port authorities, aviation sector, and agricultural stakeholders operating in Tanzania Dar es Salaam.
- Develop and maintain a climate monitoring dashboard integrating satellite imagery, radar data, and ground-based observation networks across Tanzania Dar es Salaam.
- Conduct at least four (4) on-site field observations per month at designated weather stations in and around Tanzania Dar es Salaam.
- Deliver quarterly climate impact reports addressing rainfall variability, cyclone risk, and heat stress patterns relevant to Tanzania Dar es Salaam.
- Train a minimum of twelve (12) junior meteorological officers from the TMA Dar es Salaam branch in advanced forecasting techniques and data interpretation.

Note: All amounts in this Quotation Estimate are quoted in Tanzanian Shillings (TZS) and are subject to the prevailing exchange rate where any foreign-currency components apply. The total estimated cost of TZS 295,284,000 (Two Hundred and Ninety-Five Million, Two Hundred and Eighty-Four Thousand Tanzanian Shillings only) is inclusive of VAT.
4. Payment Terms
Payment for the services outlined in this Quotation Estimate shall be made as follows:
- Advance Payment (30%): TZS 88,585,200 within fourteen (14) calendar days of contract signature, prior to the Meteorologist commencing work in Tanzania Dar es Salaam.
- Progress Payment (40%): TZS 118,113,600 payable at the completion of the sixth (6th) month of the assignment, subject to satisfactory delivery of interim reports.
- Final Payment (30%): TZS 88,585,200 payable within twenty-one (21) days of the Meteorologist's final report submission and acceptance by the Tanzania Meteorological Authority.
All payments shall be made via bank transfer to the account of East African Meteorological Consulting Ltd. at CRDB Bank, Dar es Salaam Branch, Account No. 0045-8821-3376.
5. Terms and Conditions
- This Quotation Estimate is valid for thirty (30) days from the date of issue. Beyond this period, prices may be revised to reflect changes in the Tanzania Dar es Salaam market conditions or currency fluctuations.
- The Meteorologist shall comply with all applicable laws and regulations of the United Republic of Tanzania, including the Tanzania Meteorological Authority Act (Cap. 269) and the Immigration and Emigration Act.
- Intellectual property generated during the assignment, including all forecasts, reports, and datasets produced for Tanzania Dar es Salaam, shall remain the property of the Tanzania Meteorological Authority.
- Either party may terminate the contract with thirty (30) days' written notice. In the event of early termination, the Meteorologist shall be compensated for all services rendered up to the termination date.
- This Quotation Estimate does not constitute a binding contract until a formal service agreement is executed by both parties.
- Any disputes arising from this Quotation Estimate or the subsequent contract shall be resolved through arbitration in Dar es Salaam, Tanzania, in accordance with the Arbitration Act of Tanzania.
6. Acceptance
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, scope, and pricing outlined herein for the engagement of the Meteorologist in Tanzania Dar es Salaam.
