This Quotation Estimate is formally issued to present the comprehensive cost breakdown for the engagement of a qualified Military Officer to deliver specialized security consulting, tactical training, and institutional risk assessment services within the administrative and governmental facilities located in Brazil Brasília. The Military Officer engaged under this Quotation Estimate shall operate in strict accordance with the protocols established by the Brazilian Armed Forces and the applicable federal regulations governing security operations in the capital district. All pricing, deliverables, and timelines outlined in this document constitute a binding Quotation Estimate subject to the terms and conditions specified herein.
The Military Officer, holding a minimum rank of Colonel (retired) with over twenty-five years of active service in the Brazilian Army, shall provide the following services exclusively within the jurisdiction of Brazil Brasília:
- Comprehensive security posture assessment of federal buildings and diplomatic installations in the Plano Piloto and surrounding administrative sectors of Brasília.
- Design and implementation of a tactical response protocol for high-level government officials and visiting dignitaries.
- Conduct of four (4) on-site training workshops for a cohort of up to forty (40) security personnel, covering close-protection techniques, threat assessment, and emergency evacuation procedures.
- Development of a written Security Operations Manual tailored to the specific architectural and operational layout of the Esplanada dos Ministérios complex.
- Monthly advisory consultations (two sessions per month) for a period of six (6) months, conducted at the client's designated facility in Brasília.
- Coordination and liaison with the Polícia Militar do Distrito Federal and the Federal Police (Polícia Federal) to ensure interoperability of security measures across Brazil Brasília.

Payment for the services described in this Quotation Estimate shall be made in three (3) equal installments of R$ 62,465.83, due at the following milestones: (a) upon formal acceptance of this Quotation Estimate and execution of the service contract; (b) upon completion of the four (4) training workshops and delivery of the Security Operations Manual; and (c) upon completion of the final monthly advisory consultation in month six. All payments shall be remitted via bank transfer (TED/PIX) to the account designated by the Military Officer's registered consultancy entity in Brasília, DF. Late payments shall incur a monthly interest rate of 1.5% in accordance with Brazilian commercial law.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all prices are subject to revision based on prevailing market conditions in Brazil Brasília.
- The Military Officer shall maintain full professional confidentiality regarding all security information, protocols, and operational details encountered during the engagement in Brazil Brasília. A Non-Disclosure Agreement (NDA) shall be executed prior to the commencement of services.
- All services shall be performed in compliance with the Brazilian Federal Security Act (Lei nº 13.431/2017) and relevant regulations issued by the Ministério da Defesa and the Secretaria de Segurança Pública do Distrito Federal.
- The Military Officer shall carry valid professional liability insurance with a minimum coverage of R$ 5,000,000.00 for the duration of the contract.
- Any scope modification requested by the client after the acceptance of this Quotation Estimate shall be subject to a supplementary Quotation Estimate issued by the Military Officer within five (5) business days.
- Force majeure events, including but not limited to natural disasters, government-mandated closures, or civil unrest in Brasília, shall suspend the service timeline without penalty to either party.
- Disputes arising from this Quotation Estimate or the subsequent contract shall be resolved by arbitration in Brasília, DF, in accordance with the rules of the Câmara de Arbitragem do Distrito Federal.
- The Military Officer reserves the right to decline any task that conflicts with the ethical code of the Brazilian Armed Forces or that poses an unreasonable risk to public safety in Brazil Brasília.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Military Officer in Brazil Brasília. This document, once countersigned, shall serve as the basis for the formal service contract to be executed within ten (10) business days.
